Exposing ALEC’s agenda

The American Legislative Exchange Council (ALEC) has been hard at work for decades. Its members are organized, well-funded and connected–too bad they aren’t using their powers to do what’s right for students and schools.

Instead, they use all their resources to push an agenda to open up the public school system to vouchers and privatization, lobbying legislators to restrict everything from voting rights to workers’ rights to help pave the path to their success.

Learn all you can about how ALEC operates, so you’ll be prepared to protect your students and neighborhood schools. A good place to start is by watching the 30-minute documentary The United States of ALEC, featuring Bill Moyers.

Exposing the real "Right to Work" supporters agenda

Efforts to pass "Right to Work" laws go back decades (a measure was defeated in Ohio in 1958, by the massive margin of 63.3% No to 36.7% yes), and have always been pursued by monied interests looking to put a dent in the power of workers ability to stand up for themselves and each other through collective action.

It should not be lost on anyone that the major backers of this latest anti-union push are billionaires and big business, none of whom actually belong to a union. Having seen previous "right to work" efforts defeated, the extreme right, and their big business backers have had to send their latest effort through a rebranding exercise and they have come up with a new catchy title "work place freedom".

Who doesn't love freedom? Well apparently the very people promoting the effort. LimaOhio.com reported on a meeting of Tea Party members discussing "work place freedom" and why they were pursuing it

According to Boyatt, NEA gave close to $15 million to advocacy groups in the 2011-12 school year and $18 million in 2010-11. The advocacy groups, she said, included the Gay, Lesbian and Straight Education Network, Human Rights Campaign, Women’s Campaign Forum and Rainbow Push Coalition.

From there, it got uglier, much uglier

Harvey said the NEA has supported an “immoral, deviant and destructive” gay agenda for at least 25 years, citing its gay and lesbian caucus started in 1987. Harvey criticized the union for supporting a gay and lesbian history month, diversity training that included homosexuality, and pro-homosexual school counseling. She said the NEA has asked schools to protect students and staff from sexual orientation harassment and discrimination and has replaced the word “tolerance” with acceptance and respect.

“Kids are being trained as activists now,” she said.

Harvey said the NEA has voted to lobby for same-sex unions and said petitions are currently circulating to overturn the 2004 Ohio marriage amendment, which stated that that only a union between a man and woman would be recognized as a valid marriage. The OEA opposed the amendment.

This is why the Tea Party in Ohio wants to pursue "right to work" legislation, not to create any kid of "freedom", but to enable their ongoing bigotry by attacking organizations that have a long history of standing up for equality and fairness. Public opinion polls show strong majorities now supporting marriage equalityand how out of the mainstream these Tea Party "Patriots" truly are.

The NEA and its members should be rightly proud of their support for equality, even when it was unpopular to do so.

Big business backers of this effort ought to take a closer look at who some of their allies are. The world has moved on from 1958, but voters are likely to deliver an equally stinging defeat to the purveyors of this ugly bigoted agenda.

Retention needs reforms too

Every year tens of thousands of teachers quit the profession.

With approximately 1.6 million teachers set to retire in the next decade, replenishing America’s teaching force should be a top priority. But filling classrooms with new teachers is only half the battle. Retaining them is equally important.

Numerous studies show that teachers perform best after being in the classroom for at least five years. According to a McKinsey study, 14 percent of American teachers leave after only one year, and 46 percent quit before their fifth year. In countries with the highest results on international tests, teacher turnover rates are much lower—around 3 percent.

Few if any corporate education reformer seem to want to address this problem, which is not particulaly suprising. Having high turnover is a mechanism for keeping costs low, by constantly replenishing large percentages of the workforce with younger, cheaper employees. However, for those interested in the critical importance of teacher retention and few interesting articles were published recently that indicated that school management plays a criticl role.

Principal Plays Surprising Role in Why New Teachers Quit

Why do so many beginning teachers quit the profession or change schools? Surprising new research finds it's not a heavy workload or lack of resources that has the most significant effect, but instead the relationship between teachers and their principal.

The study gauged novice teachers' intent to remain teaching and the factors that might influence that decision. Youngs said he was surprised to learn the frequency with which novices met with their school-assigned mentor teachers did not make them more or less likely to continue teaching.

In fact, the most important factor that influenced commitment was the beginning teacher's perception of how well the school principal worked with the teaching staff as a whole. This was a stronger predictor of intent to remain teaching than having adequate resources, the amount of administrative duties the teacher had or the size of their workload.

Another, unrelated article in Forbes, hinted at this too

First, Public Agenda found, at the nine successful schools “principals lead with a strong and clear vision . . . and never lose sight” of their goals. What’s more, “these principals earn trust and respect by engaging and supporting their staff in building the structures, practices and confidence necessary to fulfill this vision.”

Public Agenda, referenced above produced a report titled "Failure is not an Option". It laid out a number of factors that affected success in nine of Ohio's high-poverty, high-achieving schools

Second, according to Public Agenda, leaders of the successful schools “provide genuine opportunities and incentives for teachers to collaborate, and teachers say that collaboration and sharing best practices are keys to their effectiveness.” Most every organization, of course, insists that its employees work together seamlessly. More often than not, they’re mistaken or lying. “Even within the same company,” Drucker observed in Managing in a Time of Great Change, “people tend to resist sharing information.”

Third, teachers at the successful schools “regard student data as clarifying and helpful, and they use it to plan instruction.” In fact, “examining student data and talking about how to address the specific problems it reveals often produce further opportunities for staff to work together and learn from one another.”

In other words, while everyone is held accountable for results, test data is used to help foster a culture of continuous improvement; it is not used as a cudgel. Whenever any organization—whether a school or corporation—turns measurement into an excuse for punishment, Drucker noted in The Practice of Management, it will destroy morale, and employees will invariably find a way “not to obtain the best performance but to obtain the best showing” on the test or audit by gaming the system.

We need to start a discussion on policies that will lead to greater teacher retention - this is far more critical to maintaining a high quality education system than Rube Goldberg mechanisms to weed out a few underperformers.

Out of Touch and Turning Back the Clock: Romney on Education

It was hard not to be taken aback earlier this month when presidential candidate Mitt Romney and his top supporters, including Indiana Gov. Mitch Daniels, again demonstrated how out of touch they are with ordinary Americans by voicing their desire to cut back on police, firefighters, and teachers. But the 3 million teachers, cafeteria workers, librarians, and other educators I work with weren't surprised.

That's because Mr. Romney has already revealed how little he understands about the issues that are important to the rest of us. Take his education agenda, for example. Today, few topics unite liberals and conservatives, but almost everyone seems to agree that George W. Bush's No Child Left Behind (NCLB) law has failed. There's almost unilateral agreement that NCLB's focus on standardized testing and punishing is wrong; it hurts our schools and our children.

Not only is Romney's education agenda short on details and long on inflammatory rhetoric, but the main proposal seems to be turning back the clock and resurrecting flawed policies from the George W. Bush administration. Romney has even surrounded himself with education advisers from the Bush era.

It's clear that Romney is out of touch with the concerns of middle-class families — his education plan ignores what they want and need for their children, and demonstrates total disdain for public schools and educators. When he made a speech about education, Romney blamed teachers but said nothing about any meaningful plan for building student success, engaging parents, guaranteeing equity, or addressing the special needs of students living in poverty.

Romney hasn't said much about his education record as governor of Massachusetts either — probably because he did little to improve education in the state. In fact, he cut early education and pre-k funding, vetoed $10 million for kindergarten expansion, questioned the benefits of early education, and suggested Head Start was a failure.

Local educators counter Romney

Yesterday, Mitt Romney came to town to host a lavish million dollar fundraiser at the New Albany home of Lex Wexner. According to news reports, the gathering was a who's who of Ohio's 1%.

Meanwhile, educators gathered in New Albany to hold a press conference to highlight Mitt Romney's anti-teacher, anti-public education agenda.

After the press conference concluded, a handful of Mitt Romney supporters, recruited from a local equestrian club perhaps, showed up late to counter the press conference.

Mitt Romney’s presidential campaign asked Florida Governor Rick Scott to tone down his statements heralding improvements in the state’s economy because they clash with the presumptive Republican nominee’s message that the nation is suffering under President Barack Obama, according to two people familiar with the matter. Scott, a Republican, was asked to say that the state’s jobless rate could improve faster under a Romney presidency, according to the people, who asked not to be named.

What’s unfolding in Florida highlights a dilemma for the Romney campaign: how to allow Republican governors to take credit for economic improvements in their states while faulting Obama’s stewardship of the national economy. Republican governors in Ohio, Virginia, Michigan and Wisconsin also have highlighted improving economies.

Ohio media and now wondering if Ronmey has had similar conversations with Gov. Kasich.

Tea partiers threaten public education

Not content with the Governor's $3 billion dollar state budget assault on public education, tea partiers, supported by the far right "1851 Center for Constitutional Law" - an offshoot of the right wing Buckeye Institute, are seeking to assault public education funding at the local level too.

Taxpayers for Westerville Schools, a group that opposed a 6.9-mill levy that voters approved in March, has begun collecting signatures to repeal an equal portion of an 11.4-mill levy approved in 2009.

The group is reaching back to that levy because state law bars the repeal of temporary tax issues, such as the five-year levy passed this year. The 2009 tax issue is permanent.

This is a move so radical and extreme that it has only ever been proposed once in the history of the state. If the "Center for Constitutional law" really cared about the Ohio constitution and public education it would be lobbying for a constitutional funding formula for our schools instead of trying to defund them. But rather than do that, they have published a document that contains the broad tactics groups can use to defund public education, a document that contains such information as

Warning: if you follow the advice in this guide, proponents of higher spending and taxation will assert, as always, that children will suffer unless new levies are enacted, while current revenue sources are maintained. However, if you’ve read this far, you and your neighbors (1) have likely already heard and dispelled this argument; (2) are aware that your local school district has a spending problem, not a revenue problem; and (3) simply want to keep more of what you have rightfully earned, and want to this seemingly endless cycle of tax hikes to stop.

Clearly they think every district has a spending problem, and every citizen is over taxed - regardless of whether voters in places like Westerville disagreed by passing a levy just months ago. Their roadmap even includes this nugget:

(6) Keep a low profile. Remember, only once every five years can an attempt be made to reduce any given levy. If your school district’s teachers union gets wind of your plans too early in the process, they may quickly gather signatures and place a .000001 mil reduction of the levy tax on the ballot before you are able to gather and submit signatures for your more significant reduction.

A quick survey of their agenda and their board of directors quickly dispels any notion this is a non-partisan group.

What is striking about this recent move by the tea party to attack public education is their unwillingness to embrace their agenda. Instead, as the 1851 center urges, they want to "keep a low profile". We're going to see to it that that doesn't happen.
