Absurdity of Ohio VAM

The criticism of the Plain Dealer and NPRs Value-added series is beginning to pile up. Via Diane Ravitch's site

Fifty years ago Johns Hopkins sociologist James S. Coleman documented the most powerful factors affecting student achievement: the socio-economic background of children’s families and the concentration of poverty in particular communities.

Two years ago Duke economist Helen Ladd wrote: “Study after study has demonstrated that children from disadvantaged households perform less well in school on average than those from more advantaged households. This empirical relationship shows up in studies using observations at the levels of the individual student, the school, the district, the state, the country.”

A year and a half ago Stanford educational sociologist Sean Reardon documented that while in 1970, only 15 percent of families lived in neighborhoods classified as affluent or poor, by 2007, 31 percent of families lived in such neighborhoods. Reardon documents a simultaneous jump in an income-inequality achievement gap between very wealthy and very poor children, a gap that is 30-40 percent wider among children born in 2001 than those born in 1975.

Surely we can agree that poverty should not be an excuse. But blaming school teachers for gaps in scores on standardized tests, as the Plain Dealer does in “Grading the Teachers,” is not only cruel to the teachers singled out when scores are published—for example, Euclid’s Maria Plecnik, a previously highly rated teacher who will leave the profession this year— but foolish as public policy. Who will want to teach in our poorest communities with the system of Value-Added Measures that the Plain Dealer acknowledges, “do not account for the socioeconomic backgrounds of students as they do in some other states.”

Massachusetts Secretary of Education Paul Reville critiques the logic of those who would blame school teachers: “Some want to make the absurd argument that the reason low-income youngsters do poorly is that, mysteriously, all the incompetency in our education systems has coincidentally aggregated around low income students. In this view, all we need to do is scrub the system of incompetency and all will be well.”

Blaming teachers certainly gets the rest of us off the hook. If we can just fire teachers, we won’t have to fund schools equitably or adequately. We won’t have to address the impact of economic and racial segregation or the shocking 22 percent child poverty rate in America, the highest in the industrialized world.

Why Join the Future exists

This piece provides as good a rationale as we have read for why Join the Future exists

"The public common school is the greatest discovery made by man," said Horace Mann. There is a direct link between public education and this nation's civility among citizens, its standard of living and its pivotal position in the world community. Multiple forces, such as the greed associated with for-profit education ventures, the philosophy that education is primarily a private benefit instead of a common good and that sectarian and other private purposes, should be supported from the public largess are unraveling the public common school system. A massive focused, committed offensive is required to preserve the public common school.

During the common school movement in the early and middle 19th century, there were strong forces that opposed the implementation of a tax-supported education system, free to all the children of all the people. Some of the opponents wanted tax money for their sectarian and private purposes. Others opposed tax funds used for the education of the children of others but tolerated public education so long as the public cost was minimal.

The common school movement was successful in spite of strong opposition because the proponents were united and totally committed to the concept that quality educational opportunities should be provided for all children via the public common school system. Thus, the constitutional provision for a thorough and efficient system of common schools was adopted by Ohioans in the mid-19th century. This provision prodded state officials in every generation to enhance educational opportunities within the state system.

The priority for improving the public system changed in Ohio in the early 1990s when the governor joined forces with a current for-profit charter school kingpin to start the voucher and charter school programs. These programs began as "pilots" and thus most local public school personnel and advocates tended to ignore these public policy changes. "This isn't my problem since it doesn't affect me" seemed to be the view. Now that charters and vouchers have grown to the point of extracting about $1 billion from school districts this year, some are becoming concerned that the public common school is unraveling; however, many within the public school community have withdrawn by indicating, "This isn't my problem. 'They' will have to fix it."

HB 59 is a prime exhibit that it is not being fixed. The entire public K-12 common school community must become involved in fixing the problem. "They" are not going to rid the mischief in HB 59 but "we", if, united in the cause of the public common school, determine to do so.

The expansion of choice and short-changing of public K-12 school districts, inherent in HB 59, demand a collective response, immediately.

More Sen. Peggy Lehner Please

State Sen. Peggy Lehner (R-Kettering) is proving herself to be an unusual Republic legislator. One who has a keen understanding of education issues, and a willingness to listen and work with educators, not just tow the ideological line.

The first piece of evidence being her attempt to fix the problems with the 3rd grade reading guarantee law, via SB21 which she sponsored and shepherded through the Senate on a 30-1 vote, and then passage through the House (albeit with some questionable changes having been made).

Now comes news of her attempt to bring Ohio's preschool efforts back from the dead

A Senate Republican leader on education policy wants to create a $100 million voucher program over the next two years to allow thousands of low-income Ohio children to attend preschool.

For every dollar Ohio spends on early childhood education, the return is $10 or more, said Sen. Peggy Lehner, R-Kettering. The need to have students enter kindergarten prepared to learn is more vital than ever, she and others argued, especially as the state implements a new requirement that students pass a reading exam in third grade or risk being held back.

“So many of our children come to kindergarten two or three years behind their peers, and we’re trying to catch them up before third grade,” Lehner said. “If we don’t catch them up, they don’t have a prayer of passing that third-grade reading guarantee.”

This would be a welcome policy change of direction after the Governor's shameful evisceration of early childhood education in his previous budget, and unwillingness to restore those cuts in the current proposal

A decade ago, more than twice as many Ohio children were enrolled in the state’s preschool program than now.

According to a recent report by the National Institute for Early Education Research, in 2011-2012 total state enrollment for preschool was 9,379. The state only paid for 5,700 of those students; the rest were paid for by parents, local dollars or federal funds.

Compare that to the 2001-2002 school year when 23,599 Ohio children were enrolled in the state’s preschool program.

Although the situation isn’t unique to Ohio, the state did see the most drastic drop in early childhood education enrollment in the nation over the last decade.

According to NIEER, Ohio’s decline in the number of preschoolers in state funded programs is the result of state budget cuts over the last few years.

Kudos to Sen. Peggy Lehner, and here's hoping more of her colleagues follow her lead of listening to educators concerns.

What if Finland’s great teachers taught in U.S. schools?

Finland’s Pasi Sahlberg is one of the world’s leading experts on school reform and the author of the best-selling “Finnish Lessons: What Can the World Learn About Educational Change in Finland?” In this piece he writes about whether the emphasis that American school reformers put on “teacher effectiveness” is really the best approach to improving student achievement.

Many governments are under political and economic pressure to turn around their school systems for higher rankings in the international league tables. Education reforms often promise quick fixes within one political term. Canada, South Korea, Singapore and Finland are commonly used models for the nations that hope to improve teaching and learning in their schools. In search of a silver bullet, reformers now turn their eyes on teachers, believing that if only they could attract “the best and the brightest” into the teaching profession, the quality of education would improve.

“Teacher effectiveness” is a commonly used term that refers to how much student performance on standardized tests is determined by the teacher. This concept hence applies only to those teachers who teach subjects on which students are tested. Teacher effectiveness plays a particular role in education policies of nations where alternative pathways exist to the teaching profession.

In the United States, for example, there are more than 1,500 different teacher-preparation programs. The range in quality is wide. In Singapore and Finland only one academically rigorous teacher education program is available for those who desire to become teachers. Likewise, neither Canada nor South Korea has fast-track options into teaching, such as Teach for America or Teach First in Europe. Teacher quality in high-performing countries is a result of careful quality control at entry into teaching rather than measuring teacher effectiveness in service.

In recent years the “no excuses”’ argument has been particularly persistent in the education debate. There are those who argue that poverty is only an excuse not to insist that all schools should reach higher standards. Solution: better teachers. Then there are those who claim that schools and teachers alone cannot overcome the negative impact that poverty causes in many children’s learning in school. Solution: Elevate children out of poverty by other public policies.

For me the latter is right. In the United States today, 23 percent of children live in poor homes. In Finland, the same way to calculate child poverty would show that figure to be almost five times smaller. The United States ranked in the bottom four in the recent United Nations review on child well-being. Among 29 wealthy countries, the United States landed second from the last in child poverty and held a similarly poor position in “child life satisfaction.” Teachers alone, regardless of how effective they are, will not be able to overcome the challenges that poor children bring with them to schools everyday.

Why are we investing more in a failed experiment?

History seems to be repeating itself in the Statehouse. Once again, legislators are poised to pass a state budget bill that continues to take billions of our tax dollars out of traditional public schools to fund for-profit charters that have produced dismal results after two decades of experimentation in our state.

“Let the money follow the child,” is a favorite phrase of Gov. John Kasich and his fellow charter-school fans to craft legislation that diverts more and more of our public funds to charter schools each year.

For two decades, the money has been following Ohio’s children out of the doors of our public schoolhouses and through the doors of charter schools. Despite losing over $6 billion to charters during the past 15 years, traditional public schools continue to vastly outperform their charter-school counterparts.

While 77 percent of Ohio’s public schools were successful last year (rated Excellent with Distinction, Achieving or Effective), only 23 percent of Ohio’s charters were successful (rated Effective or Achieving). So 77 percent of Ohio’s public schools are receiving A’s, B’s and C’s while 77 percent of Ohio’s charter schools are receiving D’s and F’s. And the bottom 111 performing schools last year? All were charter schools.

Graduation rates also should give our legislators reason to put the brakes on funneling dollars to charters: 81 percent of Ohio’s students graduate from their public high schools as compared to a 30 percent to 40 percent high-school graduation rate for charter-school students.

“Following the money” also leads us to family-run charter-school operations with hefty salaries and few education credentials, including multimillion-dollar salaries for the CEOs of Ohio’s two largest charter-school chains, David Brennan of White Hat Management Co. and William Lager of Electronic Classroom of Tomorrow. Our tax dollars also are going to pay for advertising campaigns to recruit students to attend their underperforming charter schools.

Also perplexing are the two sets of rules that seem to exist for public schools and charter schools. Apparently, once public money goes into a charter-school operation, it ceases to be public and belongs to the charter-school corporation.

Brennan of White Hat has refused to open his books to the state auditor for the third consecutive year. We are still waiting to hear exactly what percentage of public tax money is being spent on instructional resources and supports for educating children verses top-level multimillion-dollar administrative salaries, advertising and recruitment efforts in the corporate headquarters of White Hat.

In addition, while Lager of ECOT receives millions of dollars for his annual salary from public funding, his private software company has enjoyed profits of over $10 million in just a single year selling products to his ECOT schools, paid for by our public tax dollars.

Charter schools also are permitted to close their doors and shut down operations when cited for multiple violations, only to re-open the next day under a different sponsor, in a different building under a different name and continue to receive our tax dollars.

As charters close, oftentimes at mid-year, hundreds of children are shuffled back to their public schools without adequate records and a significant loss of instructional time. Just as tragic is the students’ loss of community and social connections, which contributes to academic deficits and delays.

As a parent, taxpayer and 30-year public-school teacher, I have to ask: Why are legislators proposing a budget that does nothing to restore funding for our public schools, but instead increases funding to charter schools? Why are we continuing to invest billions in a failed experiment that weakens our stronger-performing traditional school system and risks the future of Ohio’s children?

10 reasons why VAM is harmful to students

[...]No one is asking how value-added assessments may affect the very students that this evaluation system is intended to help. By my count, there are at least ten separate ways in which value-added assessment either does not accurately measure the needs of a student or is actually harmful to a child’s education. Until these flaws are addressed, value-added assessment will be nothing more than a toy for politicians and headline writers, not a serious tool for improving learning.

1. The premise of value-added assessment is that standardized tests are an accurate and decisive measure of student learning. In fact, standardized testing is neither definitive nor especially reliable. City and state exams are snapshots, not in-depth diagnostic tools.

2. Value-added assessments will ultimately require all students to take standardized exams, whether or not such examinations are developmentally appropriate. Kindergarteners and first graders will be subjected to the same pressures of high-stakes testing as older children.

3. Value-added assessments will dramatically increase the number of standardized tests for each student. Children will need to take exams in subjects such art, music and physical education in order to evaluate the teachers of these subjects.

4. The most successful students will get less enrichment work and more test prep. It is actually more difficult to improve the scores of gifted students since they have already done so well on standardized exams.

5. Teachers will need to avoid necessary remediation in order to attain short-term gains in test scores. Most standardized English tests require students to demonstrate high-order thinking skills, yet a growing body of academic research indicates that many children—especially those growing up in poverty—require huge boosts of vocabulary to function well in school. Teachers may be forced to forego a vocabulary-rich curriculum that would have the most long-term benefits for their children. Instead, they will have to focus on the skills that might help students gain an extra point or two on this year’s tests.
