We Educate America

Over 8,000 teachers and eduction support professionals, elected by their peers to represent them, gathered in Washington D.C at the beginning of a hot July, to attend the 150th National Education Association (NEA) meeting, the 91st Representative Assembly (RA). This makes the gathering the world's largest democratic deliberative assembly.

We Educate America, wasn't just the theme, but the reality, emphasized throughout the almost week long event.

NEA RA 2012

On the first day, and with one of the first pieces of business, delegates reiterated their priorities, and affirmed their commitment to leading the profession by:

  • Support Association and member led school transformation efforts and pursue state and district policies that help create great public schools for all students;
  • Offer intensive support to struggling schools (including NEA Priority Schools) and share lessons learned at the local and state levels;
  • Work in partnership with parents, community organizations, and allied coalitions with the goal of improving student outcomes;
  • Lead efforts to fund and establish a coalition of teachers’ professional organizations, higher education professional associations and faculty, education support professional organizations, specialized instructional support personnel organizations (e.g. school social workers, psychologists etc.), and other organizations promoting standards of professional practice with the goal of identifying a universally accepted body of standards for all of the education professions;
  • Advocate for including educators and association leaders in all school and district decision-making bodies, including the areas of policy, personnel, and budgets. Use collective bargaining and other multi-party processes to help accomplish this goal;
  • Create a network of organizational advocates at the local, state, and national level to convey the over-arching goals and strategies as well as the actions, the desired outcomes, and the value propositions of leading the professions.

The second from last point being one we have repeatedly called for here at JTF. Their second order of business was to overwhelmingly reject the misuse of standardized tests

  • Call on governors, state legislatures, state education boards, administrators, and assessment system consortia or developers, to reexamine public school accountability systems in the state, and work with educators to improve them based on fair testing standards promulgated by experts in testing practice;
  • Call on states and districts to develop systems based on multiple forms of evidence of student learning that do not require extensive standardized testing, are used to support all students and improve schools; and are not used for purposes for which they have not been validated;
  • Share the NEA Policy Statement on Teacher Evaluation and Accountability with relevant stakeholders in order to inform conversations about the appropriate use of assessments in evaluation systems to support instruction and student learning.
  • Disseminate criteria regarding the validity of assessments and promote the productive use of high quality, valid, and reliable standardized assessments as part of robust, authentic accountability systems that include multiple forms of evidence of student learning and school quality designed:
  • to improve learning by identifying students’ strengths and challenges,
  • to identify successful practices in schools,
  • to support struggling schools, and
  • to inform educators’ practice.
  • Uphold our belief as stated in Resolution B-66 and shall support parents’/guardians’ rights to opt out of standardized testing.

The second day's business was dominated by the Vice President addressing the RA

Jill Biden also an educator, introducing her husband, the Vice President, captured the essence of the RA, “I know that you all understand. Being a teacher is not what I do, it’s who I am.”

The Vice-President then went on to capture the essence of the Presidential race, and more, “My Dad used to say ‘Don’t tell me what you value, show me your budget,’” Biden told delegates, that obviously resonated with the Ohio delegation who are suffering from the worst budget assault Ohio public schools have ever seen, due to Governor Kasich and his legislature's budget.

The third day of the RA was set aside for association business, but the highlight turned out to be a speech by teacher of the year, Rebecca Mieliwocki.

“If we want real change, lasting change, if we want back the power, the pride, the soaring achievement that is an exceptional public education, then the revolution begins with us.”

The Final day of the RA, saw, or rather heard from President Obama, who made a surprise call while on a campaign trip through Ohio.

He told the more than 8,000 cheering educators gathered, “You can’t help the American people without helping education,” he went on to comment that Mitt Romney’s vision of education is a system that only benefits the richest Americans. “Michelle and I wouldn’t be where we are today if it weren’t for great parents, great grandparents, and a great education.”

After the call, the huge convention center erupted into chants of "4 more year, 4 more years".

If public education is to remain a basic right for every child, rather than a privilege for only the wealthy, educators will have to lead their profession not just in their schools but in their communities and in political campaigns. That was the recurring message from President Barack Obama, Vice President Joe Biden, Teacher of the Year Rebecca Mieliwocki, and the more than 8,000 educators at the 2012 National Education Association (NEA) Representative Assembly

Amen.

SB316 analysis

The education portion of the mid biennium review (MBR), SB316, has now been completed. Below is the synopsis document produced by Ohio's legislative services commission (LSC).

Some of the highlights and lowlights:

  • Third-grade reading guarantee – retention
  • Requires the State Board of Education to determine the "cut" score, progressively adjusting it upwards until the retention requirements apply to students who do not receive at least a "proficient" score. Prohibits the State Board from designating a level lower than "limited." Not later than December 31, 2013, requires the State Board to submit to the General Assembly recommended changes to the scoring ranges of the state achievement assessments necessary for the successful implementation of the common core curriculum and assessments in the 2014-2015 school year.

    It's a huge unfunded mandated (only a paltry $13 million was attached to this effort), with only a few exceptions for students carved out. We suspect this provision will be revisited in the very near future once legislators start hearing from angry parents.

    Also included int he law is a section that, not later than February 28, 2013, the State Board of Education and the Early Childhood Advisory Council jointly to develop legislative recommendations on the state's policies on literacy education of children from birth to third grade. From birth!

  • District and building academic performance ratings
  • This didn't make the bill. The legislature received a lot of push back from a broad range of interests that didn't like the idea of downgraded schools in short order, right before tougher common core standards were also to be introduced.

  • Performance indicators for dropout prevention and recovery programs
  • These are some of the worse charter schools in the country, not just the state. They have avoided accountability for poor performance for a long time. Initially SB316 contained provisions to hold them accountable, however those provisions were also stripped and replaced with provisions requiring the adoption of performance indicators for dropout prevention and recovery programs operated by school districts and community schools with provisions for a separate rating system specifically for community schools that operate dropout prevention and recovery programs, to be used beginning with the 2014-2015 school year. No rush there, then.

  • Reports of district and school spending
  • This provision initially passed in the original budget has been delayed 12 months.

  • Teacher evaluations
  • This section of SB316 fixed a lot of the ridiculous provisions contained in HB153. You now have to actually be in a classroom at least 50% of the time to be covered, test scores of students who are absent more than 60 days (!) won't be counted, nor those defined as habitually truant. the new law makes quite a few structural changes and some nuanced changes. We urge educators to take a little time to read this entire section (page 19, thru 21)

  • Teacher retesting
  • Remember the provision that would have required all teachers in the bottom 10% of schools to retake the PRAXIS test? That's gone, replaced with a different retesting provision. It now applies, beginning with the 2015-2016 school year, to teachers employed by school districts when the teacher has been rated "ineffective" on evaluations for two of the three most recent years. (Retains the law applying the requirement to teachers employed by community schools and STEM schools when the teacher's building is ranked by performance index score in the lowest 10% of all public schools.) The law also adds that if a teacher employed by a school district passes the required exams, the teacher, at the teacher's own expense, must complete professional development targeted at the deficiencies identified in the teacher's evaluations. The district may terminate the teacher if the teacher (a) does not complete the professional development or (b) receives an "ineffective" rating on the teacher's next evaluation after the professional development.

  • Nonrenewal of teacher and administrator contracts
  • Extends the deadlines for a school district or educational service center (ESC) to notify a teacher that the person's contract will not be renewed for the following school year, from April 30 to June 1.

  • Charter schools
  • There is a host of provisions affecting charter schools starting on page 38 that we are still digesting.

SB316 bill analysis

Beyond Rhetoric

While the "Cleveland plan" legislation is yet to be finished in Columbus, with some thinking it might not get done at all, the real "Cleveland Plan" is moving beyond lofty rhetoric, and it has nothing to do with students or their success, and certainly nothing to do with creating a world class environment meant to retain and attract the best teaching talent that would lead to that success. In order to close the budget deficit the district faces, the board voted to accept the following cuts

  • Elimination of three voluntary professional days, saving the district about $2.85 million.
  • Reduction of proposed bonuses for teachers handling extra-large classes, saving the district about $368,000.
  • Elimination of three mandatory professional development days, saving the district about $3.45 million.

Despite the calls for merit based pay to incentivize teachers, gone are bonuses for even attempting to deal with massive class sizes caused by previous lay-offs. Despite the historic agreement made with the teachers union over teacher evaluations, gone are professional development opportunities to improve pedagogical skills.

This news is on top of what was already a troubling and telling sign that the rhetoric around the so called "Cleveland plan" was shaping up to be just that, rhetoric.

The Cleveland school district plans to cut about 600 teachers from its payroll by fall to trim a budget deficit, leading to shortened school days and cuts in music, art and gym classes.

The plan calls for school days for kindergarten through eighth grade to be shortened by 50 minutes, that time being shaved from art, music, gym and media classes.
[...]
The shorter day contradicts Gordon's long-term goal of having longer days or longer school years in some schools.

You can plainly see that the rhetoric used to sell the Cleveland plan simply doesn't add up to the actions being proposed. The real crisis is Cleveland has always been obvious, with it's roots firmly embedded in an unconstitutional school funding system.

One group of people do seem to have a real plan to help all of Ohio's public schools - parents, rallying for school funding

public school advocates pushing for a new funding formula are taking their voices straight to lawmakers. They march on to Capitol Square, carrying signs and chanting…..hoping to make their voices heard.

the public school funding activists say they don’t like what they’ve seen from the Governor and lawmakers during the past year and a half. And the advocates say they will keep the heat on to try to convince lawmakers to reduce reliance on property taxes and change the system so that all schools have what they need.

It's time to really put students at the center of reform, and that means funding to provide an excellent education, in safe, welcoming schools. Without that, reform is just empty rhetoric.

What 10,000 teachers think

Scholastic and Bill & Melinda Gates Foundation have just released a survey of nearly 10,000 public school teachers titled "Primary Sources: America’s Teachers on the Teaching Profession". Teachers were asked about their schools and classrooms, about student and teacher performance and about the ways it should be evaluated, supported and rewarded. They shared their honest, professional opinions on everything from the role of standardized tests to teacher tenure, from family involvement to job satisfaction, from digital content to salaries.

In this survey, teachers told us:
  • Raising Student Achievement Requires the Work Of Many

    – Teachers agree that their primary goal is helping all students learn and achieve, but a hardworking, committed teacher cannot do it alone.

    – Other factors that teachers identify as essential to raising student achievement include: family involvement, quality curriculum, and a community of educators and school leaders committed to the success of all students.

  • Teaching and Learning Are Too Complex to Be Measured by One Test

    – Teachers are clear in their call for multiple measures of student achievement, and they say that standardized tests do not accurately reflect their students’ growth. In fact, we were surprised to learn that only 45% of teachers say their students take such tests seriously. – They also call for more frequent evaluation of their own practice from a variety of sources, including in-class observation, assessment of student work, and performance reviews from principals, peers and even students.

    – Teachers are open to tenure reform, including regular reevaluation of tenured teachers and requiring more years of experience before tenure is granted. On average, teachers say that tenure should be granted after 5.4 years of teaching, more than the typical two to three years in most states today.

  • Challenges Facing America’s Schools Are Significant and Growing

    Teachers are concerned about their students’ academic preparedness. They tell us that, on average, only 63% of their students could leave high school prepared to succeed in college.

    When we asked veteran teachers to identify what is changing in their classrooms, they told us:

    – Academic challenges are growing. Veteran teachers see more students struggling with reading and math today than they did when they began teaching in their current schools.

    – Populations of students who require special in-school services are growing as well. Veteran teachers report increasing numbers of students living in poverty, students who are hungry and homeless, and students who have behavioral issues.

  • School and Community Supports Are Essential to Keeping Good Teachers in the Classroom

    When asked to identify the factors that most impact teacher retention, teachers agree that monetary rewards like higher salaries or merit pay are less important than other factors

    – though some of these factors require additional funding – including strong school leaders, family involvement, high-quality curriculum and resources, and in-school support personnel.

On student assessments, teachers are in serious disagreement with current reform trends that lean heavily on standardized testing to measure student achievement.

Contentious Issues

Moving on to more contentious issues, reformers should take note - teachers could be your allies if you ever decide to collaborate. Higher salaries are viewed poisitively, but pay for performance is not seen as an important or driving force

But higher salaries fall well down the list of important issues for improving teacher retention. Parental involvement and quality leadership top the list

Finally, on tenure. Teachers do not think tenure ought to be automatic, or bad teachers protected by it. There should be a lot of opportunity for reformers and educators to collaborate in this area.

The Missing Link In Genuine School Reform

The big "reform" trucks have been rollin' down the education highway for nearly a decade now. Public school educators are used to faux reform's inconvenience and injustice by now--and some even accept endless testing, lockstep standards and curriculum, and systematic destruction of public schools as necessary for positive change. Parents and grandparents may like their children's schools and teachers, but have absorbed the incessant media drumbeat: public education has failed. Out with the old! Something Must Be Done!

If--like me--you still believe that public education is a civic good, an idea perfectly resonant with democratic equality, you're probably wondering if there's anything that can stop the big "reform" trucks. Those massive, exceptionally well-funded "reform" trucks with their professional media budgets, paid commentary and slick political arms.

I can tell you this: it won't be teachers alone who turn back the tide of "reform." Teachers have been backed into a corner, painted as unionists bent on their own security (whether they pay dues or not), unwilling to be "accountable." They have been replaced, willy-nilly, by untrained temps--without retaliatory strike-back from their national union leaders. They have been publicly humiliated by their own cities and media outlets, not to mention the Secretary of Education.

Besides, teaching--as an occupational cluster--tends to attract those who liked school and believe sincerely in the power of public education to do good in society. They're nurturers--four-fifths of them women, many with children and family responsibilities as well as professional careers. It's not surprising when teachers keep their heads down and follow orders, even when their hearts aren't in it.

What Teachers Want

  • An end to the teacher blame game.
  • Administrators who have at least ten years of actual teaching experience.
  • Involved, competent parents.
  • Adequately funded schools.
  • Input regarding curriculum decisions (and the input is actually followed).
  • Flexibility when it comes to methodology.
  • Administrative support in matters of discipline.
  • An end to the “teach to the test mentality”.
  • Acknowledgement that teaching involves so much more than test scores.
  • Acknowledgement that as a teaching professional, teachers might actually know what’s best for the students.
