Greg, over at Plunderbund.com has an interesting piece discussing the many, many "top priorities" attempting to be implemented in Ohio K-12 education right now. He lists common core, new state tests, PARCC assessments moving online only, teacher and principal evaluations, teacher retesting and the new report card grading system, 3rd grade reading retention, voucher expansion, to name just a handful.

Most organizations I’ve worked with have too many top priorities to achieve the level of focus they need to succeed. Wanting to cover all their bases, they establish a long list of disparate objectives and spread their scarce time, energy, and resources across them all. The result is almost always a lot of initiatives being done in a mediocre way and a failure to accomplish what matters most.

When a CEO announces that her company’s top priorities for the year are to grow revenue, improve customer service, introduce more innovative products, cut expenses, and improve market share, she is almost guaranteeing that none of those objectives is going to get the attention it deserves.

Right after reading this, we read this article in the Plain Dealer, titled "Ohio schools prepare for another budget hit"

For the past year, many school districts across Ohio have been asked to do more with less after the state budget suddenly reimbursed them far less for lost business taxes -- called tangible personal property taxes -- than they had been getting. While keeping basic state aid flowing to schools, Gov. John Kasich made the change to help avoid a multibillion-dollar deficit.

The state had set up the reimbursement plan years before when it replaced tangible personal property taxes with a different business tax -- the commercial activities tax. Revenue from that new tax goes to the state instead of directly to districts.

The result will be a fiscal crunch for schools for the second year in a row.

Northeast Ohio's 97 districts will take a harder hit than some other parts of the state.

They'll see an increase of more than $9 million in basic state aid next school year -- about 15 percent of the statewide increase. But they will receive almost $74 million less in business tax reimbursements -- about a third of the loss statewide.

It's challenging enough to continue to provide a quality education in an environment of deep, widespread, funding cuts, but when coupled with a huge list of "top priorities" it is a recipe for disaster.

What is missing from the list of "top priorities", and missing from the legislatures mid biennium review (MBR) is a constitutional school funding mechanism that will prove to be fair, equitable and adequate to implement not only a quality education for all, but fund all these other pet project "priorities".

The Governor and his legislature have placed an incredible burden on school districts and their administrative and teaching staff, and simultaneously failed to provide the requisite support. That needs to change.

  • Administrators who have at least ten years of actual teaching experience.
  • Involved, competent parents.
  • Adequately funded schools.
  • Input regarding curriculum decisions (and the input is actually followed).
  • Flexibility when it comes to methodology.
  • Administrative support in matters of discipline.
  • An end to the “teach to the test mentality”.
  • Acknowledgement that teaching involves so much more than test scores.
  • Acknowledgement that as a teaching professional, teachers might actually know what’s best for the students.

School rankings raise serious concerns

Last month the state released a preliminary look at their new school rankings list. After digesting this list and its construction, people are asking interesting questions and observing uncomfortable patterns.

Former state legislator and former State Board of Education member Colleen Grady actually calls these performance index rankings “the most confusing and least useful of the accountability ratings, lists and rankings” because:
  • The PI calculation is based on passage rates of Ohio Achievement Assessments (grades 3–8) and the Ohio Graduation Test (grades 10 and 11). The proficiency “cut scores” are so low that students can be determined “proficient” even when they answer less than 50% of test questions correctly.
  • The PI calculation gives schools and districts “partial” credit for students who fail to meet the proficient standard.
  • The PI calculation does not include a growth component. Districts and schools can be highly ranked even if students are learning little from year to year. The PI is a clumsy instrument that does not allow the average person to distinguish the true performance of districts. For example, 50 districts have PI scores of 100.XXXX [with the X’s representing the digits after the decimal point]. Is there any real difference in performance between the district ranked 210 of 611 or 260 of 611 districts?

Indeed, with the somewhat arbitrary nature of the weightings of the PI calculation, how much of variation in these scores is a consequence of those design choices?

Shocker: Poverty Hurts Ranking

In general, districts’ rankings are directly related to how many low-income students they enroll. Even just looking at the rankings of urban school districts, for most (but not all) of the districts in the top 25 percent, less than half of their students are from low-income families.

There's about twelves months before these preliminary results become real ones, and one can only hope that some of these design problems and errata are resolved by then, but we're not hopeful.

Performance Index Ranking for Districts and Schools – A Preview

The Ohio Department of Education (ODE) has just released a preview of its new ranking of Ohio public school buildings’ performance.

The Ohio Department of Education (ODE) is giving parents, educators and taxpayers a preview of a new approach for comparing academic performance among schools and districts. Effective September 2012, House Bill 153 requires all school districts and school buildings to be ranked using the Performance Index (PI) score. Such rankings will provide parents and taxpayers a new way to evaluate how local schools are performing while allowing educators to compare their performance with peers.

The school district list will include all city, local and exempted village school districts as well as joint vocational school districts, community schools and STEM schools. The school building list will include all schools that are part of city, local or exempted village school district as well as community schools, joint vocational schools and STEM schools

Each school building in city, local and exempted village school districts, as well as joint vocational school districts, community schools and STEM schools are ranked using a Performance Index (PI) score. PI scores combine individual students’ results on all tested subjects in grades 3-8 on Ohio’s Achievement Assessments (OAAs) and on the 10th-grade Ohio Graduation Test (OGTs). The Performance Index score has been widely used and endorsed by Ohio educators since its adoption in 2003.*

The PI scores are not new, and it has been possible to create ranking lists with them using existing interactive tools on the ODE website. Such district and county rankings have been done frequently by independent groups, but this is the first statewide ranking completed and released by ODE.

The rankings are required under House Bill 153. The final ranking list is required to be released by September 2012.

*Calculating the Performance Index All assessments have five performance levels, which include: Advanced; Accelerated; Proficient; Basic; and Limited. The percentage of students scoring at each performance level is calculated, and then multiplied by the point value assigned to that performance level. The points earned for each performance level are totaled to determine each school’s Performance Index score, where applicable.

EdChoice Program Designated Public Schools list

The Ohio Department of Education has just released their EdChoice Program Designated Public Schools list.

The following is a list of schools that have either:
1) been in Academic Emergency or Academic Watch for two of the past three school years (2008-2009, 2009-2010, and 2010-2011) or
2) ranked in the lowest 10% of public school buildings by performance index score for two of the past three school years and are therefore designated for the EdChoice Scholarship Program.

The following students are eligible to apply for an EdChoice scholarship:

  • Students currently enrolled in and attending EdChoice-designated public school buildings in their district of residence
  • Students enrolled in a community school who would otherwise be assigned to one of the EdChoice-designated public school buildings, or;
  • Students currently enrolled in a regular public school in their district of residence or community school who would be assigned to attend one of the EdChoice-designated public school buildings for the upcoming school year. This provision is for students moving from one level of school to the next. For example, public school students moving from elementary to middle school would be eligible to apply if the middle school that they would be assigned to in the fall is designated for EdChoice;
  • Students eligible to enter kindergarten in the next school year who would be assigned to one of the EdChoice public school buildings.

Canvassing 101: Myths vs Realities

Now that the campaign to get the repeal of SB5 on the ballot is complete, the campaign to win the No on issue 2 is underway. This campaign will require more than just TV and radio ads. Just like the effort to collect signatures, the effort to persuade a majority of voters to vote No on Issue 2 will require lots of hard work by thousands of volunteers.

One of the tasks volunteers will be asked to do is canvass potential voters who might support our effort to repeal SB5 by voting No on Issue 2. Here's what Wikipedia has to say about political canvassing

Canvassing is the systematic initiation of direct contact with a target group of individuals commonly used during political campaigns. A campaign team (and during elections a candidate) will knock on doors of private residences within a particular geographic area, engaging in face-to-face personal interaction with voters. Canvassing may also be performed by telephone, where it is referred to as telephone canvassing. The main purpose of canvassing is to perform voter identification – to poll how individuals are planning to vote – rather than to argue with or persuade voters.[1] This preparation is an integral part of a 'get out the vote' operation, in which known supporters are contacted on polling day and reminded to cast their ballot.

Knocking on the doors of strangers and asking them about their political support may sound daunting if you've never done it before. All kinds of questions may run through your mind. What if they are busy? What if they are just rude? What if they are vehemently opposed to voting No on Issue 2?

Well the good news is that the reality of canvassing can be quite enjoyable. For example, remeber those 1.3 million people who signed the petition to repeal SB5? Those will be one of the prime targets for contacting via a canvass, and those people will most likely be very pleased to hear from, and talk to, you.

Myths about Canvassing

Myth 1: People will yell and argue.
You are only going to persuadable voters. The educated voter, one who votes in every election and always votes in Democrat or Republican primaries will NOT be on your list. You are calling and knocking on doors of the voters who are 35%-70% likely to vote and are independents or democrats.

Myth 2: What I say won’t matter. People already have their minds made up about this issue.
Actually, the majority of doors we knocked on were people who had never heard of SB 5! I know, it seems impossible, but there is a large contingent of people just waiting for us to educate them.

Myth 3: I won’t be able to persuade people.
There are four types of people I‘ve encountered on the neighborhood walks:
Person 1: already knows all about it; supports you; doesn’t even let you finish your script
Person 2: has heard about it, but really has no clue what it is about
Person 3: has never heard of SB 5
Person 4: supports SB 5 and will vote yes

Person 1 gives you hope and make you want to continue down the list. Person 4 (I’ve only encountered one, and he wasn’t on the list - his wife was.) Your job isn’t to persuade this person. It is a waste of your time. Smile, thank them for their time and move to the next address.
Person 2 and Person 3 are the most important. They are the majority of people you will encounter. The most persuasive thing I’ve said to these people… “I’m a teacher.” Seriously, I learned half way through my first shift, to skip talk about firefighters, police officers, and nurses. As soon as I mentioned my profession, people smiled and asked me my opinion. Some wanted to know how it would affect me, but the majority just wanted to know if they should vote yes or no.

Teachers and Educational Support Professionals have the power to make the biggest difference in this repeal. It's critical that as many people as possible become engaged in this part of the campaign.
