As Poverty Increases, Reformers Cling to the “New Status Quo”

A couple of weeks ago, the U.S. Department of Education released new data that confirms what every advocate of public education has been trumpeting for years: poverty is a growing scourge on public schools. According to its 2013 Condition of Education report, one in five schools in the United States are considered high poverty. Twenty percent of public school students attended these schools in 2011, considerably more than the 12 percent who did in 1999–2000. That year, 45 percent of students attended a low-poverty school. Now only 25 percent do. Overall, approximately 10.9 million school-age children are from families living in poverty, a four percent increase from a decade earlier.

The trend is stark – poverty is affecting more and more students. And yet, the debate over education – at least how it plays out in the national media and many legislatures across the country- continues to freeze out substantive discussions about poverty and its obvious impact on student achievement. The ongoing fascination with market-driven education reform proposals and their media-savvy boosters leaves room for little else, although recent scrutiny over faulty standardized tests is reason for encouragement.

For years now, the American people have been told that the key to close achievement gaps is to use high-stake stest scores to evaluate teachers and schools, and close schools that are deemed “under-performing” and replace them with charter schools. Obviously it’s easier to champion these ideas once the discussion of poverty and its consequences for millions of students is severed from the equation.

The stakes are high. There is, after all, a lot of money to be made. Reform has become an industry.

“There are people who look at our investment in public education, and they see a treasure chest,” National Education President Dennis Van Roekel recently wrote in The Huffington Post. “Their first thought is, how can they tap into those funds for their own private gain? If just one percent of education spending were diverted to private profit, it would mean $5 billion a year in someone’s pockets.”

Why Test Scores CAN'T Evaluate Teachers

The key element here that distinguishes Student Growth Percentiles from some of the other things that people have used in research is the use of percentiles. It's there in the title, so you'd expect it to have something to do with percentiles. What does that mean? It means that these measures are scale-free. They get away from psychometric scaling in a way that many researchers - not all, but many - say is important.

Now these researchers are not psychometricians, who aren't arguing against the scale. The psychometricians as who create our tests, they create a scale, and they use scientific formulae and theories and models to come up with a scale. It's like on the SAT, you can get between 200 and 800. And the idea there is that the difference in the learning or achievement between a 200 and a 300 is the same as between a 700 and an 800.

There is no proof that that is true. There is no proof that that is true. There can't be any proof that is true. But, if you believe their model, then you would agree that that's a good estimate to make. There are a lot of people who argue... they don't trust those scales. And they'd rather use percentiles because it gets them away from the scale.

Let's state this another way so we're absolutely clear: there is, according to Jonah Rockoff, no proof that a gain on a state test like the NJASK from 150 to 160 represents the same amount of "growth" in learning as a gain from 250 to 260. If two students have the same numeric growth but start at different places, there is no proof that their "growth" is equivalent.

Now there's a corollary to this, and it's important: you also can't say that two students who have different numeric levels of "growth" are actually equivalent. I mean, if we don't know whether the same numerical gain at different points on the scale are really equivalent, how can we know whether one is actually "better" or "worse"? And if that's true, how can we possibly compare different numerical gains?

The Three Biggest TFA Lies

When I was a kid, around ten years old I guess, my father told me a joke that began with the question “What are the three biggest lies?” I said I didn’t know and he proceeded to tell me that the first biggest lie is “The check is in the mail,” which as a ten year old I really didn’t get. The second biggest lie was, apparently, “Some of my best friends are Black,” which also didn’t make much sense coming from my father, considering that some of his best friends were, in fact, Black. The third, well, was a bit too X-rated for this blog, and definitely for me as a ten year old. Not everyone is a perfect parent, I know, and I don’t hold this against him, though I do try to limit his unsupervised time with my own two kids.

As someone who is, I suppose, a big “friendly critic” (an expression TFA coined as the need to describe the growing number of frustrated alumni) of TFA, I think the biggest problem with TFA is all the lying. Though the individual people I’ve known on staff aren’t huge liars, themselves, the sum of all the lies add up to an organization whose lying is pathological. Really, they’ve elevated the art of lying to new heights, much the way Mozart elevated the concerto. Even people like Bernie Madoff who thought they were great liars can’t help but marvel at TFAs techniques.

Republican lawmakers looking to attack working people again

On this day in 1886

350,000 workers staged a nationwide work stoppage to demand the adoption of a standard eight-hour workday. Forty thousand workers struck in Chicago, Illinois; ten thousand struck in New York; eleven thousand struck in Detroit, Michigan. As many as thirty-two thousand workers struck in Cincinnati, Ohio, although some of these workers had been out on strike for several months before May 1.

The purpose of the May Day Strike was to bring pressure on employers and state governments to create an eight-hour workday. During this period, workers commonly spent twelve or more hours of each day at work. Unions, especially the Federation of Organized Trades and Labor Unions of the United States and Canada -- the predecessor of the American Federation of Labor, encouraged workers to strike on May 1, 1886, to demonstrate the need for an eight-hour day.

Today, Ohio Republican law makers want to go back to a time that predates 1886, by introducing yet more union busting legislation. State Rep. Ron Maag (R) and State Rep. Kristina Roegner (R) are introducing so called "right to work" bills. These bills (Maag's targets public sector workers, while Roegner's target private sectors workers) come less than 2 years after Ohioans rejected SB5, the previous anti-worker legislation aimed at reducing the ability of workers to negotiate safe and fair working conditions, benefits and pay.

Here's a copy of the letter we obtained announcing the introduction of the bill, and a request for legislators to add their names to it.

The introduction of these bills come suspiciously timed - just a day after Governor Kasich met with the tea party funders, the Koch Brothers - who are big proponents of "right to work" legislation and union busting in general.

Phones and electronic devices were banned from some panels, as Koch strategists detailed next year’s electoral battlegrounds and donors committed contributions to particular states or projects.

At least a half-dozen rising Republican stars were also in attendance. They included Dr. Ben Carson, a Baltimore neurosurgeon who has quickly developed a following among grass-roots conservatives, and several members of the Tea Party wing: Govs. Nikki R. Haley of South Carolina and John R. Kasich of Ohio, along with Senators Ted Cruz of Texas and Rand Paul of Kentucky.

The Tea Party's efforts to push anti-worker legislation has been on-going in Ohio for more than 2 years. Their efforts to collect signatures to place anti-worker legislation on the ballot, by their own accounts has fallen way short

Mr. Littleton said it would be a “long shot” for the group to gather the roughly 380,000 signatures of registered voters needed by July 3, the deadline to qualify for the November ballot.

The effort is a long shot because it has no popular support. The We Are Ohio signature collection effort to repeal the last anti-worker legislation that the Tea Party supported, collected over 1.3 million signatures in just a few months. The current group of people supporting this anti-worker legislation are even more unsympathetic. For just how ugly and bigoted the Tea Party backers of "right to work" are, see here.

38 people who died on the job last year were remembered Monday at the Cincinnati region Workers Memorial, sponsored by the UAW and AFL-CIO Labor Council. Today, the Ohio GOP introduces legislation that could increase on-the-job deaths by 36%. The So-Called “Right to Work” bills could eliminate workplace safety measures fought for and obtained by labor unions. Dangerous.

Get Ready For America’s Next ‘Education Crisis’

“You never want a serious crisis to go to waste,” has become a popular mantra of the ruling class. Of course, these are not the people who usually experience the brunt of a crisis.

But a pervasive narrative in the mainstream media is that Americans are a people beset by near-continuous crisis, whether it’s the fake crisis of a looming “fiscal cliff” or a real crisis like Frankenstorm Sandy that still has many Northeasterners inexplicably living in the dark in unheated homes.

Arguably no sector of American society has been cast with the narrative of crisis as much as public education. And the fever pitch is about to go higher.

Something’s Rotten In The State Of Kentucky

Just prior to the November election, an article in the education trade journal Education Week broke that Kentucky had gotten bad news back from its most recent round of school tests. The results were that the percent of students scoring “proficient” or better in reading and math had dropped by roughly a third or more in both elementary and middle schools.

Disappointing results from a state test is not usually an occasion to stop the presses. But, in this case it was, because these were Very Special Tests.

The tests Kentucky children took were brand-new and aligned to new standards promoted by the federal government called Common Core Standards. Kentucky is the very first state to implement the new standards-based assessments, which will be rolled-out in over 40 other states over the next two school years.

Kentucky school officials, who were already bracing for the bad results, tried putting a happy face on it, calling results “better than we thought they’d be.”

But local media outlets were quick to claim that lower scores were proof positive that Kentucky public schools are “in need of improvement.”

Now imagine the scenario when what happened in Kentucky begins rolling out across the country — as state after state implements the bright, shiny new tests and watches in horror as scores drop off “The Proficiency Cliff.” How tempting it will be for major media outlets across the country to cast this as a “crisis” in education?

In fact, some people are betting good money on that happening.

Partisan purges

Fresh of their electoral defeats that produced a large majority thanks to partisan gerrymandering, the extremists in the Ohio House are not done with their partisan purging. Now they are going after the Ohio Accountability Task Force, according to a report in Gongwer

The task force, which first met in December 2003, was tasked with examining how to implement the value-added report card measure in ways that are most useful for improving student achievement, according to ODE documents.

With its name changed to the Ohio Accountability Advisory Committee, the panel's membership would see "substantial" changes including the removal of: the ranking minority members of the House and Senate education committees, a teachers union representative, a school district board of education member, and a school superintendent, Mr. Stebelton said.

It instead includes three members of the public each appointed by the Speaker of the House and the Senate President, two appointed by the governor and one appointed by the state auditor, he said. The superintendent of public instruction would be a nonvoting member.

"It sounds like from this list that what's been removed from this group, from this board is representation of folks who have experience in education," Rep. Nickie Antonio (R-Lakewood) said.

When Republicans are questioning the merits of the partisan purge you know there must be something wrong. Rep Stabelton, who is sponsoring the legislation (HB555) revealed his partisan purpose when he had this to say

"This will work both ways. Someday when you get back in the majority, our people won't be on it and you folks will."

Of course, due to extreme gerrymandering, Rep Stabelton knows full well that Democrats can never be back in the majority no matter how many Ohioans vote for them. The other real problem with this ridiculous proposal was also repeatedly noted

She (Rep. Denise Driehaus) also raised issues with the lack of presence of local education officials on the panel. "As the committee stands now there are some guarantees that some local representative and folks with education backgrounds, people that are participating in our system now" will be on the committee.

The Ohio General Assembly needs more not less expertise advising it, they have been making an awful mess of education policy these last few years listening to partisans with no education expertise like Rep Stabelton.
