Teachers Digging Into Own Pockets to tune of $1.3 billion

Roughly half the amount that the nation's public school teachers are spending on educational products is being covered with their own money, a new nationwide survey shows.

All told, teachers spent about $3.2 billion on various types of supplies and materials during the 2012-13 academic year, according to the survey, released recently by the National School Supply and Equipment Association. Half that total amount, $1.6 billion, came out of educators' own pockets.

The per-teacher breakdown is as follows: The average educator forked out about $198 of their own money on instructional materials, $149 on school supplies, and $139 on other classroom materials, for a total of $485 last academic year, according to the survey.

In total, nearly all teachers—99.5 percent—reported digging into their own pockets to cover the costs on classroom supplies or materials, according to the association. The portion of teachers doing so appears to have risen over time.

The report, "The 2010 NSSEA Retail Market Awareness Study," was based on a survey of 308 K-12 teachers, conducted by Perry Research Professionals.

Survey shows disturbing patterns

The latest Metlife survey, conducted annually since 1984, shows educators under incredible stress as they cope with large budget cuts coupled with increased demands.

The whole survey is worth a read, but we've pulled out some of the most important findings.

Principals and Teachers Give Positive Ratings to the Job Teachers Are Doing

Nearly all principals (98%) give positive ratings to the classroom teachers in their school. This level is similar to the ratings provided by principals in 1986 (95%). The majority of principals (63%) say that their teachers are doing an excellent job and an additional 35% describe the job teachers are doing as pretty good.

In contrast to teachers’ ratings of their principals, the most experienced principals are most likely to rate their teachers highly. Principals with more than 10 years’ experience as a principal are more likely than those with six to 10 years’ experience or those with five years’ or less experience to rate the classroom teachers in their school as excellent (72% vs. 56% vs. 59%).

Of course corporate education reformers will continue to claim too many teachers are not performing in the classroom, despite all the available evidence.

As a consequence of the relentless teacher bashing, and budget cuts, politicians are causing serious moral problems with the workforce, as is evidenced in the next two findings

Teacher Job Satisfaction Continues to Decline

Teacher satisfaction has declined to its lowest point in 25 years and has dropped five percentage points in the past year alone, from 44% to 39% very satisfied. This marks a continuation of a substantial decline noted in the 2011 MetLife Survey of the American Teacher; teacher satisfaction has now dropped 23 percentage points since 2008.

Stress among teachers has increased since 1985

In 1985—the last time this question was asked and when job satisfaction was also low—more than one-third (36%) of teachers said they felt under great stress at least several days a week. Today, that number has increased; half (51%) of teachers feel under great stress at least several days a week. Elementary school teachers experience stress more frequently.

They are more likely than middle school or high school teachers to say they feel under great stress at least several days a week (59% vs. 44% vs. 42%). The increase since 1985 in the number of elementary school teachers who experience great stress at least several days a week is also noteworthy—59% today compared to 35% in 1985

Corporate reformers are also having negative impacts on Principals too

Most principals say that their responsibilities today have changed compared to five years ago and that the job has increased in complexity

Moreover, three-quarters (75%) of principals agree that the job of the principal has become too complex, a view shared by principals regardless of demographic characteristics such as school level, school location, the proportion of low-income or minority students, or the proportion of students performing at or above grade level in English language arts and math.

Half (48%) of principals feel under great stress several days a week or more. This finding is perhaps not surprising given the previously cited results that most principals feel their jobs are too complex, their responsibilities have changed during the past five years, and that they have a high degree of accountability with varying levels of control over decisions

The ever increasing Rube Goldberg machines being constructed by corporate education reformers is making the job of principal all but impossible. The survey notes

It is important to note that as educators begin to implement new, higher standards, many face other competing mandates related to teacher and student assessment as well as decreasing teacher morale,and reductions in budgets and other resources such as staff, professional learning opportunities, and time for collaboration.

When asked about limited resources and what would help them most in addressing the needs of diverse learners, majorities of teachers consistently say other teachers. In 2009, nine in 10 teachers agreed that other teachers contribute to their success in the classroom, including 51% who strongly agreed. Most teachers and principals also said that greater collaboration among teachers and school leaders would have a major impact on improving student achievement.

Given limited resources, teachers believed opportunities for collaborative teaching would have a major impact on their ability to address different learning needs of individual students.

Yet most teachers continued to report that their time to work with other teachers remained the same or had been reduced.

On top of these strains being faced by teachers, the strains being felt by principals is leading to teachers taking on additional leadership roles

As the job of the principal has become more complex with the need to balance instructional leadership, high-stakes accountability, and non-academic management, the survey has documented the emergence of teachers more prominently as leaders in their schools, districts and beyond. The voice of the teacher as an educator has also become a voice of leadership in education.

Teachers Are School Leaders; Many Have a Formal Leadership Role in Their School Half (51%) of teachers currently have a formal leadership role in their school, such as department chair, instructional resource, teacher mentor, or leadership team member. Teachers who have a formal leadership role are more experienced; they are more likely than other teachers to have at least six years of teaching experience (86% vs. 73%). These teacher leaders are also more likely to report that their school’s budget has decreased during the past 12 months (60% vs. 51%), perhaps reflecting a greater need among these schools to have teachers take on more responsibilities.

In the context of additional challenges for leading schools toward greater improvement, the continuing decline in teacher morale identifies itself as an urgent priority. During a time when expectations and standards are increasing for effective teaching and learning, teacher morale is yet another declining resource, one that is associated with schools with diminished budgets and other resources, fewer students meeting standards and fewer colleagues highly rated for how well they are doing their job. Teacher leadership emerges as a potential resource for translating big challenges into opportunities, served by hybrid roles for teachers as leaders and as a method for addressing professional growth and satisfaction.

It's time that politicians began to properly value and respect their most valuable asset the education system has - the educators who work in it.

What of test integrity?

The Atalanta Constitution Journal has a detailed report on the integrity of tests now being used to make high stakes decisions. Their findings are torubling.

The stain of cheating spread unchecked across 44 Atlanta schools before the state finally stepped in and cleaned it up. But across the country, oversight remains so haphazard that most states cannot guarantee the integrity of their standardized tests, The Atlanta Journal-Constitution has found.

Poor oversight means that cheating scandals in other states are inevitable. It also undermines a national education policy built on test scores, which the states and local districts use to fire teachers, close schools and direct millions of dollars in funding.

The AJC’s survey of the 50 state education departments found that many states do not use basic test security measures designed to stop cheating on tests. And most states make almost no attempt to screen test results for irregularities.

The whole article is well worth a read. We have long held that the increased stakes tied to test scores can only increase the incidence of cheating - it happens in every corporate system.

The Educational Path of Our Nation

Education plays a fundamental role in American society. Here we take a look at school enrollment, costs and educational outcomes. How does school enrollment today compare with 1970, when the baby boom generation was in its prime years of school attendance (age 6 to 24) and made up 90 pecent of all student enrolled in schools? The American Community and other Census Bureau survey provide us with information to answer these other valuable questions. Education statistics are vital to communities in determining funding allocations and guiding program planning.

Leading reform

Education sector has published a survey of teachers and their attitudes towards a number of issues, including their unions. Their top findings should come as little surprise to anyone who has been following the education policy debate in Ohio. Their report is titled "Trending Towards Reform", it might more appropriately be titled, "Leading Reform".

1. Teachers want the union to protect them.

Since 2007, teachers have demonstrated strong and significant increases in their support for unions. In 2007, 24 percent of union members were involved and engaged in their local union; in 2011, 38 percent were. This isn’t surprising— with layoffs looming and constant policy changes, teachers are seeking security and turning to the one place they know they can find it: the union. Eighty-one percent of teachers say that without a union, teachers would be vulnerable to school politics or administrators who abuse their power.

In Ohio, this level of engagement has been even higher, due in large part to the significant budget implemented by the Governor, and of course the roll back of SB5 which sought to all but eliminate collective bargaining for public employees.

2. But the union should also engage in reform.

Teachers want more from their unions than traditional “bread and butter” basics. For example, among teachers who say their union does not currently negotiate evaluation, 75 percent say the union should play this role. Are teachers more supportive of union involvement because they view evaluation as important and in need of overhaul? Perhaps. Or teachers may want unions more involved in the negotiation process because they are concerned about the seemingly inevitable changes that are coming to evaluation.

Our experience has been that it is because of the latter. Indeed, education associations have been deeply involved in education reform. Around half of Ohio's school districts have engaged in some form of Race to the Top which requires association support, not to mention the reforms that teachers unions in Cincinnati and of course, Cleveland have embarked upon.

3. Teacher evaluation is improving—but still not good enough.

Compared to 2007, teachers’ overall assessment of their most recent formal evaluation improved. They are more likely to say that their evaluation was useful and effective by seven percentage points, and less likely to say it was just a formality by nine. Still, 35 percent continue to describe their evaluation as “well-intentioned but not particularly helpful” to their teaching practice. While the numbers show a notable improvement over the four years, it’s clear that evaluation must improve further.

This section of the survey is perhaps the most misleading. Evaluation systems such as the one being attempted to be implemented in Ohio are not yet off the ground, so attitudes towards their acceptance are yet to be determined.

As you can see from the results above, only 16% of survey respondents had student test scores used as part of their evaluation - that number is going to climb rapidly over the next few years, and along with it, we suspect, the number of teachers reporting a fair evaluation will fall.

4. Teachers show strong support for some pay proposals.

Teachers are most in favor of pay reforms based on factors they can control, such as their school and the subject they teach. The less control teachers feel they have over performance measures, like student test scores, the less likely they will support proposals that tie pay to performance. In fact, only 35 percent favor financial incentives for teachers whose students routinely score higher than similar students on standardized tests. A much larger proportion (57 percent) support higher pay for teachers who consistently receive outstanding evaluations by their principals, indicating a pay-for-performance plan that may be more agreeable to teachers.

This is a response that corporate education reformers simply do not understand, and will no accept. Teachers are not looking for pay schemes that a Wall Street day trader would enjoy.

5. Tenure is a must—but shouldn’t prevent ineffective teachers from being dismissed.

Teachers want to keep tenure—only one-third would consider trading tenure for a $5,000 pay bonus. But they are ready and willing to make changes to tenure-related dismissal policies to ensure that tenure is not, as AFT president Randi Weingarten said, “a shield for incompetence.” Seventy-five percent of teachers think the union should play a role in simplifying the process of removing ineffective teachers instead of leaving it to district and school administrators, compared to 63 percent of teachers in 2007.

This has been said by teachers over and over again, and yet opponents of teachers and their unions continue to deny it. The charge that teachers and their unions want to protect ineffective teachers is simply false, but what they don't want is a process whereby a capricious administration can dismiss teachers without reasonable cause.

Trending Toward Reform

Survey finds parent-teacher relationships strong--Teachers given grade of "A"

Parenting magazine and the National Education Association today announced the results of a groundbreaking joint survey* of 1,000 public school parents and educators that explored the roadblocks to effective parent-teacher communication. When parents were asked to “grade” their relationship with their child’s teachers, nearly half (45 percent) gave the teachers an “A,” with the majority on both sides categorizing the relationship as “great” and “open.”

Despite the strong relationships, the survey revealed that the two sides differ on some key issues. Sixty-eight percent of teachers reported difficulty in dealing with parents. A similar percentage of parents–63 percent–reported they’d never had difficulty with teachers. More than one-quarter of parents stated their biggest challenge has been teachers’ perceived lack of understanding for their concerns, while one in three teachers cited parents’ lack of understanding of their child’s issues as their biggest challenge.

The survey also revealed that:

  • Nearly two out of three parents say their child’s teachers offer a supportive response to concerns when they are expressed, and that teachers are willing to help resolve concerns; nearly 80 percent of teachers consider parents to be supportive.
  • Nearly 88 percent of parents consider their child’s teacher a partner in achieving success in school, but just over half of teachers, 54 percent, feel that parents do their part at home to ensure that kids get the most out of classroom learning.
  • The majority of parents, 8 out of 10, feel their child’s teachers are well equipped with the skills necessary to communicate with them.
  • Although 48 percent of parents feel that their opinion is always taken seriously by their child’s teachers, only 17 percent of teachers feel their opinion is taken seriously just as often by their students’ parents.
