We've just got our hands on this document put out by the Ohio Department of Education. It's an updated framework for teacher evaluations based on the changes that were slipped into HB555 in the dead of night.

Is there a more ridiculously convoluted and complex framework for evaluating any other professions job performance? How is any teacher expected to understand all this enough to know where to focus improvement efforts, especially since the Value-added formula itself is secret and proprietary.

So much of the current attacks on public education have been framed inside a concept called the “business model.” As it turns out, many uniformed elected officials, and even many education-bashing business leaders themselves, apparently don’t understand at all the fundamentals of effective businesses.

The centerpiece of effective organizational practice, whether in the private or public sector, is clarity as to purpose. And it’s precisely there that those many critics don’t get it. Ask them what the purpose of education is, and you’ll likely get answers such as, “master the basics…prepare students for work…raise test scores…improve graduation rates…encourage life long learning…get more into college,” and the list goes on.

These are all commendable but they are the results and not the purpose. A well-conceived purpose will achieve all such objectives and more.

So let’s turn to defining the purpose of education. I devoted a full chapter to that topic in a book I self-published about 10 years ago. Following is the primary discussion pulled from that book:

Educators and public policy leaders do not always agree on purpose. Here are some different visions of purpose that illustrate a wide-ranging view and are pulled from some top theorists and resources.

W. Edwards Deming: “The purpose of education is to preserve and nurture joy in learning.” Schools must “increase the positives and decrease the negatives so that all students keep their yearning for learning.” The mission of schools is to maintain enthusiasm while increasing learning.

Based upon fundamental Hellenic philosophy: The purpose of education is to develop students—who are comfortable in meeting their survival needs, who have an increasing capacity and desire for rational thought, who can conduct themselves productively and virtuously and can distinguish what matters most—both in regard to their own interests and those of their community, and who can constructively contribute to the most effective governance of the society in which they find themselves.

Myron Tribus building upon Deming, advocated “creating joy in learning” as the chief aim of education. He then states the criteria for judging educational programs. He says, “A good educational program will emphasize: Knowledge – which enables the learner to understand how what is learned connects to what is already known and permits the learner to analyze new situations; Know-how -- which enables the learner to actually do something with the knowledge thus gained; Wisdom -- which enables the learner to decide when, where or whether to actually use know-how in a particular situation;

Character -- which makes the learner capable of being trusted with knowledge, know-how and wisdom.” Tribus adds, “When I look at a program I look for evidence that the teachers are aware of these four aspects of education and can demonstrate the efforts they are making in all four dimensions of good education.”

Marion Brady: “Each of us has acquired from our society a comprehensive model of reality. The most important task of general education is to help us understand that model, the models of those with whom we interact, and the range of alternative models from which we might choose.”

Paul Woodring: “The goal of a liberal education is to free individuals from the limitations of ignorance, prejudice, and provincialism; to enable them to see the world clearly and in perspective; to develop their intellectual capabilities, increase their sensitivity, and prepare them to make wise, independent judgments.”

Maurice Holt: suggests that we currently have competing needs which he describes as: “To deliver the knowledge and skills that business needs,” versus, “To equip students with the capacity to address the unpredictable problems of adulthood and to establish themselves in a world of growing complexity.”

It is clear that establishing educational purpose is not simply an academic or organizational and managerial process. It is a public policy issue given the level of societal interest, the political nature of education, and the level of public investment. My own espoused purpose for education—obviously taken from Deming: “Engendering increasingly enthusiast learners who continuously seek and achieve the skills necessary to advance their learning, satisfy their natural curiosities, and become contributing citizens.”

Step two in organizational effectiveness is to establish how progress toward the adopted purpose will be measured. And here is why I have brought this topic to the fore. Think of what the policy makers of both major political parties and well-meaning many critics of educational have chosen as their measurement tools. Think standardized tests! Once you reflect upon that you will quickly realize why we are headed in absolutely the wrong direction and why the international leaders in education have abandoned exactly what those in the US are advocating.

Would you blame the architect if you accidentally burned your house down

The Plain Dealer has a comprehesive article on teacher level value add, that's worth reading in full. We pulled out the following excerpt to highlight the problem with having a secret forumla no one understands, and which might not prove stable over time

Former Cleveland State University professor Douglas Clay said the complicated formula and a calculation process that SAS keeps secret are a concern, especially if pay is eventually tied to ratings.

"It will go to court the first time someone is denied a raise," he predicted.

SAS' White said a simpler calculation of subtracting students' scores on the state achievement tests from the previous year's scores would be easy to understand, but would be so simplistic it would ignore many factors and misclassify many teachers.

Kenston Superintendent Bob Lee is among the educators who are hesitant about applying value-added to individual teachers because of constant shifting or "stabilization" of test scores by the state and changes to the range of scores that meet, exceed or fall short of the standard. He said most legislators and even fellow superintendents do not understand all those details.

"I'm worried it's being rolled out with very little understanding at the state level of how it behaves," he said.

What is interesting about this article is the response in the comments, overwhelmingly opposed to the idea of teacher level value add as a means of evaluation.

Value added seems like a fundamentally good idea but this story points to a significant problem with it, which is that it's far too complicated for most educators and parents to understand and, therefore, few educators and parents are likely to buy into it or trust it. ODE needs to explain how progress is measured in a way that everyone can understand. For example, I read in a previous story and on the ODE Web site that multiple regression analysis is used to calculate student progress. Really? Multiple regression analysis? Say that to a parent, teacher, or superintendent and watch their heads spin. By the way, good story.

I pity the teacher who gets students whose parents don't give a ____(fill in the blank). What will they be forced to do to get chronic truants to come to school? To get those from families who don't value education to do anything at all? Teach to the tests only? What about classes like science and history if the measurement is English and math?

What do we want to teach our students? Do we want it to be measured with the same bubble tests which have little to do with learning and much to do with measurement so that teachers and students can be defined as smart, or not, with learning disabilities, or not, creative or not, and all these determinations are made by who? Bubble tests which have given the measurement people what they want so that they can define our entire education process from the governors mansion. Fire this one because of poor tests, fail this one and label them a failure for the next five years. It is fact that operating an educational system based upon bubble tests places an identity on children which follows them through school. 'The looking glass self' has harmed many and still does. Only a joyful learner can learn or teach (which is one in the same thing to you who are not educated in education). It is a process which goes on all of the time and the roles can and should switch. Learning is a joy when done right. We are not doing it right and if we get politicians involved in hire and fire of teachers we are dead. The conservative is always bad for freedom in education and seeks to punish and control all in their path. There is already enough of them in education making education a bore and a numbers game like profit and business and selling and marketting worthless junk to the masses. Teachers need to help kids think, and reason and make choices based of helping others and not competing with them and envying them...Our system needs much change, but more bubble tests is not the answer.

Hopefully with the regression they will be controlling for socioeconomic factors, student's attendance, parent's negligence, etc. Otherwise these teachers are just screwed. And 40 percent of teachers are failing in the "excellent" rated Perry SD? Obviously these tests have no criterion validity.

This is a very bad idea for two reasons. First of all, who will want to work with students who have low ability? If teachers are rated based on student performance, all teachers will want to work with the more capable students. Also, it will create an atmosphere where teachers will no longer share their ideas and methods freely. Right now, teachers share ideas for the betterment of the entire school community. With value added, who will want to share? Who will want to work together for the common good of ALL students, not just those in their own personal class? Teachers will just shut their doors and keep to themselves the wealth of information that they could share with new teachers. There will be a DECLINE in student performance.

This won't work. If a kid doesn't want to learn something, they're not going to learn it. A teacher's skill in teaching doesn't matter. Now, our education system does have problems, but I think teachers are causing very few of them. This is coming from someone who was a mediocre student all through high school.

I feel bad for teachers that have high populations of Special Education students. How are students with learning disabilities supposed to get 'more than a years' worth of growth?? According to No Child Left Behind and the Ohio Acheivement Assesment, they are supposed to... (and they count double), if they are poor, they count triple.

This is like trying to win the Superbowl with the Chess club.

Will the state publish the names of the parents who don't show any interest in their children's education? Will the state grade them on how many unanswered phone calls, unattended conferences or how many days their children have missed school? I would love to see that in the same report.

I would like to know if this means that teachers will be able to draft the students in their class? Otherwise all you would need is 1 principal with an ax to grind and poof, you get all of the behavior problems, home problems and family problems in a classroom.

I would also like to know if the legislation includes identical mandatory testing and student service requirements for all Charter and Private Schools that receive a single cent of tax money. After all, those schools (with their controlled student populations) will crow loudest if permitted to cherry pick the best of the best kids. If this is going in to effect in Ohio, then ALL educators/school that receive state dollars need to play by the same rules.

I feel bad and unlucky that we have ignorant political leaders who consider teachers enemies of their political party. This cold war is not only against teachers but it is 100% against students. If our leaders take their time to develop our state standards to meet standards in England or Germany or Japan, or France, or China, or India, our children and parents will appreciate their great work. For Politicians to spend their time just to attack teachers instead of thinking to improve the economic situations in Ohio is an evidence that our leaders in Columbus must go.

So, if the State fails to maintain facilities or equipment, doesn’t buy new books or teaching materials, will not hire the required number of educators and lays-off new teachers, and not only ignores the Ohio Supreme Court when it rules that the financing of education in this state is unconstitutional it actually puts up the money to replace the judges, then we should grade the teachers who survive all this junk? Why don’t we begin to grade these administrators and legislators who have been failing us for thirty years? I’m not asking the Plain Dealer, I’m asking you the posters. It is time we rebelled, withheld campaign contributions, and voted against these idiots.

There's an awful lot of confusion, complexity and very good points in just these comments.

The Buckeye Institutes doesn't understand simple things

The Buckeye Institute just released a tool to compare salaries. The only trouble with this hackish tool is they don't understand how anyone is paid apparently.

In their effort to make public sector workers appear over compensated, they add vacation and sick pay to salaries, without understanding sick and vacation pay is paid instead of salary, and therefore can't be added to create a juicy big total salary they can get all indignant about.

What kind of a "think tank" doesn't understand the basic principles of employee compensation?

WHAT ARE THE COMPONENTS OF A GOOD SCHOOL?

Good schools look different from one community to another. What all good schools do have in common is a series of conditions and processes which enable them to explore, grow, adapt, and learn. Just as we need to develop the capacity of students to think critically, become problem-solvers, and work collaboratively, so too do we need to develop the capacity of schools to do the same in a way that results in continuos school improvement

After years of new programs being developed to "fix" schools, we are slowly coming to understand that schools must learn to fix themselves. What they require are the tools to do so. There are many good examples of creativity, imagination, and excellence in today's public schools. The central problem is that school systems don't know how to fully support, integrate, and expand on these examples. A school is inextricably imbedded in the larger system within which it operates. The ability of that system to adapt and support improvements in individual schools can make or break positive school change.

The systemic nature of school improvement requires that anyone creating a list of the components of a good school add a strong cautionary note. We can try to create excellent schools one school at a time. By doing so we will be able to create a few additional good schools. But for the investment in these improvements to have the widest possible impact, reach the greatest number of children and be sustainable over time, we need to develop in school systems and their communities, the capacity to meet whatever challenges may arise.

The system can learn. In fact, the system must learn new roles and processes to substitute for the old traditions in school operations. The concepts listed below are achievable now in public schools without any outside formulas for miraculous change -- charters, private management, etc. However, they do require sustained support and the informed view that they require many years to build and perfect.

Good schools evolve by challenging outmoded traditions and engaging in systemic change. By adopting a mode of questioning old practices and developing new skills in how to plan and think strategically, these schools are concerned with continuous improvement

Good schools are characterized by shared vision and clarity and constancy of purpose. At the heart of good schools are a vision and purpose based on engaging and exciting the intellects and hearts of children.

Teachers and other school staff are viewed as the agents of constructive student-centered change. Decisions made closest to the learner stand a better chance of being educationally appropriate for the student than do those made far away from the classroom or school.

Good schools evolve through professional inquiry. In such schools many opportunities exist for regular collaboration, reflection, and planning.

Good schools empower students. Teachers serve as facilitators of learning not dispensers of knowledge, giving students substantial responsibility for their own learning.. Parents are made partners in the process of supporting student learning.

Good schools reflect respect for diversity and democracy, including diverse opinions and ideas as well as people from diverse ethnic, racial, national, and religious backgrounds.

Good schools engage in continuous data-gathering to inform and refine their goals and strategies. Staff have access to the latest educational research to inform decision making. They are skilled in doing school-based action research.

Good schools use the latest knowledge about learning, teaching, and curriculum to improve their practices. More is now known than ever before about the qualities of superior teaching, how people learn, the nature of the curriculum that will best serve youngsters in the future, and the best environments for learning. Access to and involvement in the creation of such knowledge is critical to a school's effort to renew itself continually.

Good schools have agreed upon indicators of progress and how these will be measured. These indicators are clearly communicated to non-educators such as parents and other members of the community so that they can understand student and school progress.

In good schools, school employee organizations are considered partners in change. An atmosphere of stability and greater trust is anchored in a well-balanced collective bargaining agreement.

Good schools are characterized internally by a sense of community which extends outward and involves parents and the community at large as partners in the school change effort.

Good schools are places where children are physically safe and free from fear. Adequate space and equipment and bright, clean, well-maintained facilities send a welcoming message to both students and staff and indicate that what is done there is important and valued.

In good schools, all members of the school community are viewed as learners -- from students to teachers, administrators, support personnel, parents and to other stakeholders. Further, these schools understand that professional growth is at the heart of school transformation. Learning is viewed as a continuous process and investment is made in continually expanding the capacity of staff.
