Budget boosts private & charter schools at the expense of public schools

Innovation Ohio has taken a close look at the public education implications of the budget bill making its way through the legislature

In particular, we find that HB 59:

  • sends more money to charters, regardless of performance
  • lowers standards for charter schools, exempting them from accountability expected of Ohio’s traditional public schools
  • continues the push to privatize our public schools by union-busting and outsourcing
  • sends more taxpayer money to fund private schools, and
  • forces traditional schools to do more with less

They further found that the senate budget

  • Cut 3 in 4 school districts compared to 2010-2011 funding levels, to the tune of $532.7 million.
  • Cut 1 in 4 school districts compared to 2012-2013 funding levels.
  • Continued the need for an unprecedented $1.3 billion in new school levies for operations that have appeared on local ballots since Kasich took office, and causing 82 percent of school districts to cut staff positions last year.

Why such inequity? Some reason it is because for-profit charter school operators such as David Brennan and William Lager are such huge contributors to the very politicians making these inequitable decisions

Brennan and Lager are the top individual contributors to the Republican leadership in the House and Senate (or close to it) . And they're no slouches when it comes to Gov. John Kasich either. They've given nearly $1 million to politicians since 2008.

It should come as little surprise then, that even though Brennan and Lager operate some of the worst charter schools in the state, they are receiving some of the largest increases in state spending - even more than some of their higher performing charter school peers.

Ohio Teacher Evaluation System: Dishonest, Unrealistic, and Not Fully Supported by Academic Research

A great article that appeared on Dailykos a few days ago

I've spent the past three days at an OTES (Ohio Teacher Evaluation System) training. This system is being phased in over the next two years, and will serve as the vehicle by which all teachers in Ohio are evaluated. The workshop culminates with a post-assessment, taken some time after the classes end, resulting in licensure and the ability to evaluate instructional staff. OTES is described by ODE as a system that will
provide educators with a richer and more detailed view of their performance, with a focus on specific strengths and opportunities for improvement.

I talked to a number of administrators and teachers who had already taken the training before attending. Without exception, they were all struck by the rigidity of the rubric. I agree, but there's more here. Any system that wields so much power must be realistic, honest, and rooted in the consensus of academic research. The OTES rubric fails this basic test.

Words Matter
Check out the Ohio Standards for the Teaching Profession (starting on page 16) approved in October of 2005. Now look at the OTES rubric. The first thing you will notice is that the OTES rubric has four levels, and that the Ohio Standards only have three. I think it's fair to say that the Ohio Standards did not include the lowest level. (The document says as much.) The top three levels of the OTES Rubric align with the three levels of the Ohio Standards. The snag? The terminology used in the OTES rubric. Proficient has been replaced by Developing, Accomplished by Proficient, and Distinguished by Accomplished. Each level has been relegated!

One might argue that this doesn't matter. But, it does. Teacher evaluations are public record. School performance, or at least the percentage of teachers that fall into each category, will be published. Newspapers will ask for names of teachers and their ratings. And, as we will see as I unpack the rubric in greater detail, the very best teachers are likely to fall into the Proficient category. What's the one relationship between public education and the word Proficient already burned into the minds of parents? The minimal level of performance required to pass the Ohio Graduation Test. Dishonest.

School funding disaster in the making

The Dispatch may have published this story on April Fools Day, but it is no joke. Lawmakers aren’t near a school-funding resolution

Faced with an unpopular formula, a fast-approaching deadline, and an uncertain amount of money, Rep. Gerald Stebelton doubts a final school-funding plan can be crafted by the time the two-year state budget is approved.

We have some sympathy for Rep Stableton. The Governor crafted his ill conceived defunding plan in secret, with little or no input from any stakeholders. The Governor then spent over a week trying to bamboozle everyone with his ridiculous claims of what his funding plan would do, only to have those claims fall to pieces once details of the defunding plan emerged.

The Lancaster Republican said the plan is for the House to pass “something,” and then send it to the Senate in April for more work by the June 30 deadline. But with time running short, he thinks it’s unrealistic that it can be fully resolved and provide school districts with answers about how funding will work in the future.

This is where our sympathy begins to run out. The GOP dominated legislature are struggling to devise an adequate and equitable funding system because they don't want to commit the money necessary to make that possible. Consequently they are left trying to move an inadequate amount of funding around in the hopes that they can find some magical distribution that works.

They are never going to find that solution at the currently proposed funding levels - levels which fall below those seen in 2009. Instead of adequately funding public education, the Republicans have an income tax cut fetish that few others support.

It is troubling that a Republican legislature is once again going to punt on creating a funding formula that works, and instead continue to lock in funding levels that are woefully inadequate.

And if you need any more proof that Michelle Rhee's billionaire funded StudentsFirst organization is nothing more than an anti-tax front group, this should do the trick

StudentsFirst, an education-reform organization founded by former Washington, D.C., schools’ chief Michelle Rhee, has proposed reworking the formula while spending no additional money.

We are not aware of any other pro-public education organization that thinks a workable solution can be found at the currently proposed funding levels. And as for Dick Ross, the architect of the currently proposed disaster of a funding plan, the State Board of Education just made him the State Superintendent.

What I’ve learned so far

What I’ve learned so far – as of November 19, 2012

In February of 1958 I began student teaching in a small rural Pennsylvania town. Approximately one month into that experience my master teacher was drafted into the military. And since there were no other teachers in my field in that small district, I was simply asked to complete the school year as the regular teacher.

From that day on I have been immersed in public education at many levels, in several states – even in Canada and with some international contacts, as well as from many vantage points. So some 54 and a half years later, here’s what I have learned so far.

  1. There will be no significant change in education until and unless our society truly and deeply adopts a sense of community attitude. And a sense of community is first and foremost based upon an acceptance that we all belong together – regardless of wealth, race, gender, etc.
  2. The views of amateurs, otherwise known as politicians and private sector moneyed interests, while they may be genuine and well intentioned, are, at best, less than helpful if unrestrained by the views of the professionals working at ground level. Put another way, the view from 30,000 feet may give a broad sense of how the system looks, but the view from street level gives a sense of how the system actually works. Neither is wrong, but both are inadequate by themselves.
  3. Moneyed interests such as test and textbook manufactures and charter school enthusiasts will destroy general education for they have little commitment to the general welfare and common good
  4. No institution or organization will excel until and unless it adopts at all levels a shared sense of purpose – a central aim if you will, and agrees upon how progress toward that purpose will be measured over time. Education is no different.
  5. At the basic levels all education must begin with the recognition and nurturing of the natural curiosity and the current reality of each student.
  6. Teaching is a team sport. In other words, the structure and general practice in schools of teachers operating as independent sources of instruction is flawed. Anything that exacerbates this flawed structure, such as test score ratings of individual teachers and/or individual performance pay schemes, will be harmful and counterproductive.
  7. The separation of knowledge into separate disciplines may be convenient to organizing instruction but it is counter to the construction of learning. Therefore, integrated curriculum strategies are essential if neuroscience is to be appreciated and taken into account.
  8. School employee unions can be useful or problematic to educational progress. Which they become is dependent upon their full inclusion in determining the structure and purpose of education. The more they are pushed to the sidelines, the more their focus will be narrow and self-serving.

Support kids not cuts

Across the board cuts (also know as sequestration), scheduled to go into effect on Jan. 2, 2013, are a bad idea and would be devastating to the programs and services ordinary Americans depend on including education, transportation, public safety, medical research, and environmental protection. These cuts could also lead to the loss of nearly 80,000 education jobs.

Here's a broad look at what these cuts mean at the national level

Across the board cuts would be particularly devastating for education, where cuts would result in:
• Services cut or eliminated for more than nine million students
• Funding for children living in poverty, in special education, and Head Start slashed by billions
• Class sizes ballooning
• After-school programs eliminated
• Programs for our most vulnerable – homeless students, English Language Learners, and high-poverty, struggling schools – decimated
• Financial aid for college students slashed
• Nearly 80,000 education jobs lost – at early childhood, elementary and secondary, and postsecondary levels.

Despite the fact that 5.4 million more students are in our schools today and that costs have increased by 25 percent since 2003, these cuts could actually cause education programs to drop to pre-2003 levels.

Invest in Public Education

Think Tank, Policy Matters Ohio, recently released a report titled "State of Working Ohio 2012. The Report has many interesting findings, but we wanted to parse out 2 of the major ones, especially as it related to education and working people.

Education pays, but Ohio isn’t passing that test. Over the past generation Ohioans have dramatically increased their education levels. This is a good thing, because compensation at lower education levels is shrinking. But other states are investing much more and reaping bigger rewards. And in the most recent state budget, we cut both K-12 and universities, keeping our students back.

Instead we should invest in education, from pre-K through college and beyond.

This becomes especially important, given the news we reported on just a few days ago, namely, the new school year bringing yet more cuts. This short-sighted policy by the Governor was highlighted by an editorial in the Plain Dealer

Ohio's economic prospects depend on a well-educated work force -- hard to achieve when budget cuts force schools to lay off teachers and shorten the school day.

Gov. John Kasich, whose administration is working on a long-delayed revamp of the state's school-funding formula, should make sure his approach offers extra money and other incentives to superintendents and school boards willing to create efficiencies through radical restructuring, as in Cleveland, or via mergers or the sharing of services or personnel with other districts.

Which brings us to the second finding and recommendation that the Policy Matters report includes

Unions give workers leverage and a voice. Aggressive employer anti-union practices and public policy that discourages organizing have taken their toll. As unions have eroded, so have worker wages and benefits and family well being. States with the lowest levels of unionization have the worst wages, states that combine union friendliness and education investments do best. Ohio voters spoke loud and clear last year in retaining collective bargaining rights for public sector workers.

Ohio should retain and expand policies that help workers organize and preserve a collective voice.

The differences are quite stark

Destroying collective bargaining was another misguided policy choice made by the Governor. Unlike his radical defunding of education however, voters were able to overturn and repeal his union busting efforts.

The evidence is in abundance - we need to strengthen the middle class by investing in public education, the results will lead to a strong more vibrant Ohio.
