Power, Ideology, and the Use of Evidence

Consider the three-decade long, unrelenting promotion of classroom computers and online instruction. A recently mobilized corporate and civic-driven coalition chaired by two ex-state governors issued a report that touted online instruction as a way to transform teaching and learning in U.S. schools. (p. 19 of Digital Learning Now Report FINAL lists corporate, foundation, and top policymakers who participated).

Evidence that regular instructional use of these machines will transform teaching and learning is barely visible. Furthermore, evidence of students' academic achievement gains attributed to online instruction, laptops, and other hardware and software in schools is missing-in-action. And the dream that school use of these machines and applications will lead to better jobs (except in programs where technical certificates can lead to work - e.g., Cisco), well, I won't even mention the scarcity of evidence to support that dream.

So what do these two-governors champion in their Digital Learning Commission report?

"Providing a customized, personalized education for students was a dream just a decade ago. Technology can turn that dream into reality today. The Digital Learning Council will develop the roadmap to achieve that ultimate goal."

Sure, this is an advertisement pushing for-profit online outfits such as for-profit K12 and non-profit projects such as the Florida Virtual School and "hybrid" schools. See here and here. These ex-governors want states to alter their policies to accommodate this "Brave New World" where students get individual lessons tailored to what they need to learn.

Question: After decades of blue-ribbon commissions issuing utopian reports promising "revolutionary" and "transformed" schools, where is the evidence that such futures are either possible or worthwhile?

Answer: When it comes to technology policy, evidence doesn't matter.

Politics and Education Don't Mix

Governors and presidents are no better suited to run schools than they are to run construction sites, and it's time our education system reflected that fact.

A central flaw of corporate paradigms, as is often noted in popular culture, is the mind-numbing and dehumanizing effect of bureaucracy. Sometimes we are horrified and sometimes we laugh, but arguments for or against the free market may be misguided if we fail to address bureaucracy's corrosive role in the business model.

Current claims about private, public, or charter schools in the education reform movement, which has its roots in the mid-nineteenth century, may also be masking a much more important call to confront and even dismantle the bureaucracy that currently cripples universal public education in the U.S. "Successful teaching and good school cultures don't have a formula," argued legal reformer Philip K. Howard earlier in this series, "but they have a necessary condition: teachers and principals must feel free to act on their best instincts....This is why we must bulldoze school bureaucracy."

Bureaucracy, however, remains an abstraction and serves as little more than a convenient and popular target for ridicule -- unless we unpack what actions within bureaucracy are the sources for many of the persistent failures we associate erroneously with public education as an institution. Bureaucracy fails, in part, because it honors leadership as a primary quality over expertise, commits to ideological solutions without identifying and clarifying problems first, and repeats the same reforms over and over while expecting different results: our standards/testing model is more than a century old.

Public education is by necessity an extension of our political system, resulting in schools being reduced to vehicles for implementing political mandates. For example, during the past thirty years, education has become federalized through dynamics both indirect ("A Nation at Risk" spurring state-based accountability systems) and direct (No Child Left Behind and Race to the Top).

As government policy and practice, bureaucracy is unavoidable, of course. But the central flaw in the need for structure and hierarchy is that politics prefers leadership characteristics above expertise. No politician can possibly have the expertise and experience needed in all the many areas a leader must address (notably in roles such as governor and president). But during the "accountability era" in education of the past three decades, the direct role of governors and presidents as related to education has increased dramatically--often with education as a central plank in their campaigns.

One distinct flaw in that development has been a trickle-down effect reaching from presidents and governors to state superintendents of education and school board chairs and members: people who have no or very little experience or expertise as educators or scholars attain leadership positions responsible for forming and implementing education policy.

The faces and voices currently leading the education reform movement in the U.S. are appointees and self-proclaimed reformers who, while often well-meaning, lack significant expertise or experience in education: Secretary of Education Arne Duncan, billionaire Bill Gates, Michelle Rhee (whose entrance to education includes the alternative route of Teach for America and only a few years in the classroom), and Sal Khan, for example.

When Governors Talk Education, It's About the Economy, Stupid

Interesting.

Most governors are fond of talking about education—why it needs to be improved, how they're going to improve it, the consequences of not improving it, and so on.

But when governors attempt to use the bully pulpit to sell their ideas about education to the public, what are their favored rhetorical themes? A new analysis examines that question, and finds that governors overwhelmingly choose to frame education as important for economic reasons, rather than for the development of individual abilities, or as a matter of civic responsibility. And that political strategy has implications for society and its schools, the researchers say.

The analysis, published in the International Journal of Education Policy and Leadership, is based on a detailed review of governors' "state of the state" addresses between 2001 and 2008. Why focus on those speeches? Because they're the most widely reported examples of gubernatorial rhetoric, and, the record shows, they typically provide an accurate roadmap of where governors' policies are headed, according to the authors.

Over the time period studied, the authors found that governors defined the importance of education in economic terms much more often—62 percent of the time—than they did in other ways.

Governors touched on the importance of education for self-realization only 27 percent of the time. And they connected education to civic responsibility just 7 percent of the time.

The reform movement is already failing

In my nearly four decades as a historian of education, I have analyzed the rise and fall of reform movements. Typically, reforms begin with loud declarations that our education system is in crisis. Throughout the twentieth century, we had a crisis almost every decade. After persuading the public that we are in crisis, the reformers bring forth their favored proposals for radical change. The radical changes are implemented in a few sites, and the results are impressive. As their reforms become widespread, they usually collapse and fail. In time, those who have made a career of educating children are left with the task of cleaning up the mess left by the last bunch of reformers.

We are in the midst of the latest wave of reforms, and Steven Brill has positioned himself as the voice of the new reformers. These reforms are not just flawed, but actually dangerous to the future of American education. They would, if implemented, lead to the privatization of a large number of public schools and to the de-professionalization of education.

As Brill’s book shows, the current group of reformers consists of an odd combination of Wall Street financiers, conservative Republican governors, major foundations, and the Obama administration. The reformers believe that the way to “fix” our schools is to fire more teachers, based on the test scores of their students; to open more privately-managed charter schools; to reduce the qualifications for becoming a teacher; and to remove job protections for senior teachers.
