Evidence builds - corporate ed policies are failing

Lately, study after study, report after report is casting doubt on the efficacy of corporate education reform polcies. The ltest comes from The Broader Bolder Approach to Education

Pressure from federal education policies such as Race to the Top and No Child Left Behind, bolstered by organized advocacy efforts, is making a popular set of market-oriented education “reforms” look more like the new status quo than real reform.

Reformers assert that test-based teacher evaluation, increased school “choice” through expanded access to charter schools, and the closure of “failing” and underenrolled schools will boost falling student achievement and narrow longstanding race- and income-based achievement gaps.

KEY FINDINGS
The reforms deliver few benefits and in some cases harm the students they purport to help, while drawing attention and resources away from policies with real promise to address poverty-related barriers to school success:

  • Test scores increased less, and achievement gaps grew more, in “reform” cities than in other urban districts.
  • Reported successes for targeted students evaporated upon closer examination.
  • Test-based accountability prompted churn that thinned the ranks of experienced teachers, but not necessarily bad teachers.
  • School closures did not send students to better schools or save school districts money.
  • Charter schools further disrupted the districts while providing mixed benefits, particularly for the highest-needs students.
  • Emphasis on the widely touted market-oriented reforms drew attention and resources from initiatives with greater promise.
  • The reforms missed a critical factor driving achievement gaps: the influence of poverty on academic performance. Real, sustained change requires strategies that are more realistic, patient, and multipronged.

"Education Reform" process must change

The recently adopted "education reform" process seems to follow these steps:

· State officials assume that any deficiencies in student test scores, behavior, work force readiness, college readiness, etc. are due to the lack of competence and dedication of boards of education, administrators, educators and staff in the public common school. (Of course, some of them believe poverty and home environment do not influence test scores, behaviors, etc.)

· State officials are provided model reform legislation by the American Legislative Exchange Council (ALEC) and seek advice from corporate leaders and others not working in the public common school system. A token representation of public education personnel may also be consulted.

· "Reforms" such as the parent trigger, vouchers, charter schools, mayoral control of schools, appointed commissions to assume part of the functions of boards of education, tuition tax credits, third grade guarantee, high stakes testing, replacement of teachers and administrators in "failing schools", A-F report cards, etc. are enacted with the expectation that these quick fixes will work wonders.

· In all cases the local education community typically attempts to comply with the state's reforms.

· When local educators and administrators don't fully embrace these untested "reforms", they are considered to be stuck in their old ways, resistant to change and not fit for the position they hold.

· Some state officials attempt to intimidate those who don't "buy-in" to the ever changing "reform" ideas. Then local education personnel are told that they would buy-in if they really would take the time to understand the "reform." · When the "reform" measures don't produce extraordinary results, the local education personnel are to blame and thus the system should be farmed out to the private sector.

We'd just add that by the time corporate reform ideas are proven to be failures (such as NCLB) the politiciand responsible for them are long gone and educators are left to pick up the pieces.

Begone Ghosts of Reform Past!

The first few weeks of 2013 have greeted us like a trip with old Marley revisiting school reforms of the past. In the very first weeks, we have Michelle Rhee's StudentsFirst lobby announce letter grades for states based on their adherence to her favorite pillars of reform policies. John Merrow provided us with a reprise of her greatest hits as the head of DC schools, along with some news regarding the cheating that accompanied her regime.

And next the Gates Foundation has provided us with another example of the perils of mixing research with advocacy. Their multi-year, multi-million dollar Measures of Effective Teaching project has once again supported their belief that we can predict which teachers will get the best test scores next year by looking at who got the best test scores this year. The practice of actually observing a teacher to see how "effective" they are does not apparently add much accuracy to the prediction, but they keep it in there nonetheless, perhaps for sentimental reasons. Then we have tossed in a new element - student surveys. And the perfect evaluation is some balanced mixture of these three elements, which will turn VAM lead into gold.

One reformer, Michael Petrilli of the Fordham Foundation, has come right out and admitted what public school advocates have contended from the start. Many charter schools filter out difficult students, and whatever competitive performance advantages they have demonstrated are not credible evidence that they can do more with less. They can do more with more - and with fewer of the students most damaged by the scourge of poverty. Of course, Mr. Petrilli believes this ought to be celebrated, because like the Makers of Romneyan mythology, these students are "strivers," who ought to be well-served. The laggards they leave behind are of little concern. This is a frightening educational philosophy that runs counter to the main reform narrative, which has called upon civil rights rhetoric to justify school closures and charter expansion. But how can we reconcile an ethic supposedly based on equitable opportunities for all with a bare-knuckle life boat strategy that leaves many students behind to sink in under-funded public schools?

But alongside these visits from the ghosts of reforms past, we have some auspicious evidence that there may be a different future ahead.

John Kasich is not a normal Governor

Ohio Budget Watch parses the Governor's words on his forthcoming budget plans and how education policy might be affected. They appear to revolve around using Frank Jackson's SB5 "lite" plan

Teachers unions have made clear they are opposed to many of the reforms. The Governor also hinted at what is needed strategically for him to include the Cleveland reforms. Saying there are things Jackson needs to get done in order for him to move this reform package through the legislature is code for the need to line up support from African-American Democratic legislators from Cleveland. This support will be essential to giving the Governor cover in the form of “bipartisan support” as he essentially introduces a plan to brings back many of the provisions of SB5 that were rejected by voters in November. Also interesting in the Governor’s remarks were two references to Ohio’s “urban areas” rather than Cleveland, specifically. The Governor is often an open book, unable to keep secrets about his future plans. Perhaps he’s giving up a sneak preview about future plans to expand the Cleveland reforms statewide, once they’ve had a chance to demonstrate success. Or he’s planning to introduce a budget next week that will affect all urban districts? Time will tell, but it could be very interesting.

So it looks like we might have a re-hash of SB5 in an election year. This is probably not the sleeping legislative agenda that members of the General Assembly had in mind going into an election year. There is a reason we normally do budgets in non-election years. But John Kasich is not a normal Governor. Stay tuned.

It sure looks like Frank Jackson is going to force Republican lawmakers to religislate SB5, in an election year. The only question left is, will any Democrats be drawn into the suicide pact along with them?

How Bad Education Policies Demoralize Teachers

We often hear the term “teacher burnout” to describe how some educators feel overtaken by the pressures of the classroom. But are these really cases of burnout or have many educators become “demoralized”? These are similar but also distinct forces, says Doris Santoro, Assistant Professor of Education at Bowdoin College, and both are driving dedicated and talented teachers out of the profession.

In a recent article for the American Journal of Education, Santoro argues that demoralization at the hands of rigid education “reforms” is often misdiagnosed as burnout, a condition that has more to do with how an individual responds to everyday stress. Demoralization, according to Santoro, occurs when much of the value of teaching has been stripped away by rigid, ill-conceived education reforms, creating a high level of frustration and helplessness among teachers. “Burnout” is not the issue. As she explains to NEA Today, the work of teaching has changed and it is therefore up to school communities and policymakers to help restore the “moral rewards” of teaching.

Guest Post: Proposed education reforms misguided

More and more we hear assertions that our schools are failing. There are also increasing comparisons between education systems in the US and Finland, with specific attention to the 2009 results of PISA where Finland scored first or second in math, reading and science. Consequently, there are some who believe we should be competing with them and that we can learn from the Finnish model.

Others think that through changes with charter schools, teacher evaluation, school funding, common standards, student assessment and school choice that we can improve our international test scores and student achievement. Many are advocating for the implementation of elements of the Finnish model and these reforms.

However, these beliefs are quite contradictory and two key points are problematic. First, the reforms fly in the face of the foundations of Finland’s education system. Second, the reforms and increased accountability measures do not address the larger national issue of poverty and its impact on student achievement.

A central focus of the Finnish system is the priority on local innovation and absence of standardized testing. Actual teaching time in Finland is among the lowest in the world and teachers spend more time planning and collaborating than many school systems. Their school days are shorter and students study less at home. Becoming a teacher in Finland is a privilege; in fact, less than 10% of applicants become teachers.

Conversely, the U.S. is stuck in conflict between an impetus for 21st century instruction and a spotlight on standardized testing and common curriculum. By definition, “standardization” and “common” actually inhibit innovation and creativity. In many parts of the U.S. the trend is towards extended school days, increased teaching time and significant amounts of homework. And while teacher quality is an enduring issue with calls for improved performance and preparation, we are in the midst of layoffs and waning resources for teacher training and development. We are making teaching less attractive and more difficult to foster success.

A second problem with the direction of educational reform is that it appears less attention is paid to the negative effects on student performance of family poverty and concentrations of poverty in schools. Iris Rothberg of George Washington University claims the assumption that accountability, school choice, and common standards will solve our education problems is off-base.

Our schools are not failing. In the U.S., socioeconomic status of students accounted for almost 80% of the difference in reading performance between schools on the PISA. When examined separately, affluent schools in the U.S. scored among the best in the world.

I agree with Rothberg that current policy deliberations touch the periphery of these realities and that tougher accountability and test score comparisons will not address the problems of poverty and our country’s divide. Historically, accountability measures have not resulted in meaningful improvements in student learning.

Despite this, we illogically continue developing new policies not employed and often discouraged by countries such as Finland whose results we seek to emulate. While there is nothing wrong with holding professionals accountable for performance standards, what we really need is to reposition conversations and focus actions on the real targets; implementing known, proven practices and addressing issues of poverty.
