Adequately funding my school

JTF recently recieved this essay from Worthington City Schools senior, Hassan Mizra.

Education helps broaden the minds of young individuals to help them achieve success in the future. All across America students go to school to learn and prepare for their futures. Just imagine the students walking into a classroom with new desks with four stable legs, new chairs that aren’t cracked or missing parts and sitting down to their personal laptop provided by the school. This sounds like a school that most parents would want their children to attend. Wouldn’t it be great if all schools had all these? Wouldn’t it be fascinating if all students were able to partake in an improved quality of education for every school?

The state's previous budget cut public school funding by $1.8 billion, which ultimately hurt Ohio's public education system. Ohio Governor John Kasich introduced a new state budget, which proposed a reform of the school funding formula. The new budget promised more money to the less funded school districts, but the promise proved empty. But the Governor, through the Republican dominated legislature, is doing the exact opposite. They are continuing to underfund public schools while increase funding to charter schools and further pushing public education into the hands of private corporations.

For the 2011-12 school year, Worthington Schools received $54,952,536 all total funds, and Olentangy Local Schools received $50,863,323. These two districts are 2 of the best in central Ohio, where they benefit from higher than typical property valuations. An essential aspect for each of these districts' high ratings is because they receive the necessary funding that a public school district should have.

However, the underfunding of public schools in Ohio is an enormous issue that affects many people, especially students. There is a need to re-work the current formula used by Ohio to determine how school funds are disbursed and also to increase public support for education funding. Limited funds for public schools have primarily affected the poor and have put them at a disadvantage in getting a quality education. Whitehall, generally speaking, has a lower property valuation. The schools in Whitehall do not receive the sufficient funding they deserve as a public school district.

Unequal funding throughout the state demonstrates the unfairness some school districts face. Is it fair that schools that reside in low property valuation areas don’t have the necessities to educate their youth?

The reason that some schools can't do things like buy computers and maintain their buildings to begin with is because the school funding system is so ineffective. The US government pays only 7% of all school money, and the rest is up to the state and the local tax-payers. Whatever money the state won't pay is paid as school income tax or property taxes, which are higher or lower depending on how much the property is worth, and the incomes of the districts residents. But this means that schools in poor neighborhoods get little money while wealthy schools get nearly all they need.

The Governor needs to start funding public education fairly and adequately. According to the Ohio Association of Independent Schools (OAIS) the vast majority Ohio students, roughly 1.85 million attend public schools, so it would make sense for the Governor to turn his attention towards public education. Despite whether a child's parents are wealthy or poor, it is in everyone's interest to guarantee that America's future generations are both highly skilled and well educated.

Lawsuit filed over unfair teacher evaluations

The Washington Post is reporting on a lawsuit being filed by Florida teachers, that cold shake the foundations of a lot of teacher evaluation systems both in Florida, but across the country, including here in Ohio

A group of teachers and their unions filed a lawsuit on Tuesday against Florida officials that challenges the state’s educator evaluation system, under which many teachers are evaluated on the standardized test scores of students they do not teach.

The seven teachers who filed the lawsuit include Kim Cook, who, as this post explains, was evaluated at Irby Elementary, a K-2 school where she works and was named Teacher of the Year last December. But 40 percent of that evaluation was based on test scores of students at Alachua Elementary, a school into which Irby feeds, whom she never taught.

Kim Cook's story is very unneverving

Here’s the crazy story of Kim Cook, a teacher at Irby Elementary, a K-2 school which feeds into Alachua Elementary, for grades 3-5, just down the road in Alachua, Fla. She was recently chosen by the teachers at her school as their Teacher of the Year.

Her plight stems back to last spring when the Florida Legislature passed Senate Bill 736, which mandates that 40 percent of a teacher’s evaluation must be based on student scores on the state’s standardized tests, a method known as the value-added model, or VAM. It is essentially a formula that supposedly tells how much “value” a teacher has added to a student’s test score. Assessment experts say it is a terrible way to evaluate teachers but it has still been adopted by many states with the support of the Obama administration.

Since Cook’s school only goes through second grade, her school district is using the FCAT scores from the third graders at Alachua Elementary School to determine the VAM score for every teacher at her school.

Alachua Elementary School did not do well in 2011-12 evaluations that just came out; it received a D. Under the VAM model, the state awarded that school — and Cook’s school, by default — 10 points out of 100 for their D.

In this school district, there are three components to teacher evaluations:
1. A lesson study worth 20 percent. In the lesson study, small groups of teachers work together to create an exemplary lesson, observe one of the teachers implement it, critique the teacher’s performance and discuss improvement.
2. Principal appraisal worth 40 percent of overall score.
3. VAM data (scores from the standardized Florida Comprehensive Assessment Test scores for elementary schools) worth 40 percent of the overall score.

Cook received full points on her lesson study: 100 x .20 (20%) = 20 points
Cook received an 88/100 from her former principal: 88/100 x .40 (40%) = 35.2 points
On VAM data — points awarded by the state for the FCAT scores at Alachua Elementary School: 10/100 x .40 (40%) = 4 points
Total points that she received: 59.2 (Unsatisfactory)

We imaging this to be the first, not the last legal action against many of the provisions corporate education reformers are trying to cram into teacher evaluations.

Michelle Rhee's Failing Report Card

Michelle Rhee gained notoriety as the chancellor of DC's public schools under Adrian Fenty's administration from 2007 to 2011. Her conduct in this position was one of the main reasons he was not re-elected. Among other things, she publicly took pleasure in firing large numbers of teachers and administrators. Incredibly, she also claims not to have realized that high stake testing would provide incentives for teachers or administrators to cheat on the scoring of exams.

Since she left the DC school system she started a new organization, StudentsFirst, which was created to push for the sort of changes to the school system she sought to implement as chancellor. The organization received considerable media attention for a report card it issued on the public school systems in the 50 states earlier this week. While most of the items on the report card were part of an educational agenda of questionable merit (see Diana Ravitch's blog for specific critiques), one item had nothing to do with education whatsoever.

Rhee's report card gave schools a failing grade if teachers received a defined benefit pension (worse if it was backloaded). The school system gets an "A" in this category if teachers only had a 401(k) typed defined contribution plan or a cash balance account.

Pensions are now and have historically been an important part of teachers' compensations. Teachers, like most public sector employees, are paid less in wages than workers in the private sector with comparable education and experience. They make up much of this gap with a better benefit package, including better pension benefits, than workers in the private sector receive.

Given this reality, it is difficult to see how students are helped if a school system replaces a defined benefit pension that guarantees teachers a specific level of income after they retire, with a defined contribution plan, where retirement income will depend on the teachers' investment success and the timing of the market. Since state governments don't have to care about the timing of market swings, only overall averages, assuming timing and investment risk is an important benefit that governments can provide their workers at essential zero cost. A defined benefit pension will make a job more attractive to workers than if the state gave teachers the same amount of money in the form of a contribution to a 401(k) account.

In short, Rhee's report card means that states get credit for making their teachers more financially insecure without saving the government a penny. This position might coincide with a business agenda to eliminate defined benefit pensions, but it is very difficult to see how it will improve our children's education.

Is firing bad instructors the only way to improve schools?

The conversation about how to improve American education has taken on an increasingly confrontational tone. The caricature often presented in the press depicts hard-driving, data-obsessed reformers—who believe the solution is getting rid of low-performing teachers—standing off against unions—who don’t trust any teaching metric and care more about their jobs than the children they’re supposed to be educating.

But in some ways the focus on jobs misses the point. As New York State Education Commissioner John King has pointed out, with the exception of urban hubs like New York and L.A., few school districts have the luxury of firing low-performing teachers with the knowledge that new recruits will line up to take their places.

If we take firing off the table, what else can be done to resolve America’s education crisis? The findings of several recent studies by psychologists, economists, and educators show that—despite many reformers’ claims to the contrary—it may be possible to make low-performing teachers better, instead of firing them. If these studies can be replicated throughout entire school systems and across the country, we may be at the beginning of a revolution that will build a better educational system for America.

Yet there is growing evidence that you may not need to hand out stacks of pink slips—or have a very tall stack of greenbacks—to improve teacher quality. When I asked education scholar Doug Staiger where the most promising evidence lay, he referred me to an assessment of the Teacher Evaluation System that was implemented in Cincinnati public schools in 2000-01.

Cincinnati’s approach combines evaluation by expert teachers—who observe classroom performance and also critique lesson plans and other written materials—with feedback based on those evaluations, to help teachers figure out how to improve. The study that professor Staiger described, by Eric Taylor of Stanford and John Tyler of Brown, focused on teachers in grades 4-8 who were already in the school system in 2000, which allowed the researchers to examine, for a given teacher, the test scores of their pupils before, during, and after evaluation was performed and feedback received. And because the TES was phased in gradually, the researchers could compare the performance of teachers who had already been evaluated and received feedback to those who were still awaiting their TES treatment. This ensured that any change in test scores wasn’t just the result of a general improvement in Cincinnati’s schools concurrent with the implementation of TES.

The results of the study suggest that TES-style feedback and coaching holds promise—Taylor and Tyler estimate that participating in TES has an effect on students’ standardized math test scores that is equivalent to taking a teacher that is worse than three-quarters of his peers and making him about average. The effects of participation only get stronger with time: If teachers were simply performing better because they saw their evaluator sitting at the back of the classroom, you’d expect only a onetime improvement in student outcomes during the evaluation year. Instead, TES participants’ performance is even greater in subsequent years. And the expense of creating, if not a great teacher, at least a decent one, is fairly modest—the cost of TES was about $7,000 per teacher. (Unfortunately, Cincinnati’s approach to evaluation and feedback has yet to catch on—a 2009 survey by the New Teacher Project found that school districts rarely use evaluation for any purpose other than remediation and dismissal.)

What teachers didn't tell the governor

The Governor's education Czar, Robert Sommers, and his assistant Sarah Dove have finally published their report based upon feedback received via a web form regarding their corporate education reform proposals. The report can be read below.

We don't need to mention how this report lacks any scientific validity, because the reports authors do that for us

This summary is not meant to be a scientific compilation of the information. It is intended, rather, to present the general sentiment of the productive comments received. It is acknowledged that in any particular category, comments were received that would range across the entire spectrum of pros and cons.

It's one of the few honest things said in this highly charged and political document. Despite admitting that the methodology of this study is not sound, almost every single section of this document begins with the phrase "Teachers believe". In many cases what is asserted that teachers believe is not even supported by the actual feedback teachers provided. Earlier in the year, in a 5 part series, we published many of the actual comments teachers provided as input to this process. You can find that series here:

The report concludes with recommendations from a "steering committee". But we're never told who served on that committee, only that

"Robert Sommers, Director of the Governor’s Office of 21st Century Education, and Sarah Dove, Ohio’s Teacher Liaison, assembled a steering committee consisting of a cross-section of teachers representing schools and educators across the state.

When a document presents recommendations, do readers not deserve to know who exactly are making these recommendations, what the process for approving them was, and if there was any dissension?UPDATE: Commitee list is burried at the end of the document in the appendix, with no mention of who each person is, or who they represent.

Furthermore, for a process that had very little stakeholder input at all, this recommendation stood out for its audacity

The Ohio Department of Education must commit to providing increased communications with teachers about new evaluation and compensation models.

Little effort has been expended by the Department of Education in educating teachers on where the state is and where it is headed in the areas of evaluation and compensation. By providing teachers with a “big picture” version of the state’s evaluation framework, the state can lay the groundwork for educated and committed teachers. The Department of Education must reach out and collaborate with key stakeholders to assist with getting the needed communications to teachers and leaders across the state. ODE should develop and implement a strategic communications plan to identify key messages, important milestones and identify who is responsible for sharing information.

We agree, but are left wondering why this wasn't done during the preparation of this document?

At the end of the day however the biggest question we are left with is this, what is the point and purpose of this document from the governor's office? The Department of Education has already released its framework for evaluations. The ESB has worked for 2 years on the details of an evaluation system and local school districts and education associations have been working together on developing systems to meet RttT requirements. This flimsy, unscientific, political document, developed by an unnamed steering committee has added nothing to any of these efforts.

A process with little credibility

NPR StateImpact has published a story about the Governor's education Czar and teacher liaison's unusual approach to developing a teacher evaluation system

As Dove explains it, her job now is to gather input from teachers on the new evaluation system and performance pay plans coming to Ohio public schools and to package it into a report later this year for Robert Sommers, the governor’s lead education advisor, and the Ohio Board of Education.

“I’m here to advocate for my profession,” said Dove, who met Kasich while working as a production assistant on his Fox News show, before she decided to become a teacher.

Sounds great in theory, only in practice the effort is less sincere

What Dove hasn’t been doing in her role as Ohio’s teacher liaison is talking with education union leaders. She and Sommers have held 19 meetings with teachers to hear their thoughts on how they should be evaluated and paid. But those meetings have been by-invitation-only. Leaders of the Ohio Education Association and the Ohio Federation of Teachers have not received invites.

“I’m going through the emails that we’ve received and looking for people that have valuable things to add. We’re meeting with those people,” Dove said.

As the NPR article points out, the Education Standards Board has already spent a number of years developing an evaluation system, and has done so in collaboration with teachers and their associations. It's a process with buy-in and credibility.

Why the Governor's Education Czar, Robert Sommers, and his appointed teacher liaison would want to try to develop this parallel track isn't totally clear, though the partisan disdain for education associations should be noted throughout the article.

What is clear is that this self selecting, somewhat petty and amateurish approach to public policy development can only lead to policy that has no credibility and sustainability.

Mr. Sommers may feel like he can avoid having serious discussions with education associations and their professionals, but with SB5's future very uncertain, any teacher evaluation system is going to need the buy-in from associations in order to pass muster through any collective bargaining agreement.

It's not like Education associations and federations are opposed to evaluation measures, as has been pointed out, they have worked diligently as part of the ESB to develop frameworks. Further evidence of reform minded approaches can be seen in the Cincinnati Public Schools, where we reported some time ago that the teachers entered into a merit pay and evaluation system not dissimilar to what some reformers would prefer.

If Mr. Sommers wants an evaluation system that has credibility, sustainability and can be adopted under collective bargaining, then it's high time he and his liaison started having serious discussions with all the major stakeholders, not just some select meetings with a chosen few, spattered with a few caustic Facebook and Twitter messages designed to needle many of those who the policies seek to affect.
