How Do High-Performing Nations Evaluate Teachers?

Who decides if a teacher is effective and how is that determination made? School systems across the United States are struggling to answer that question as they try to design and implement teacher evaluation systems that are fair and accurate. It’s no easy task and is not limited to public schools in this country. School systems around the world are tackling the same issue and are finding consensus among education stakeholders to be elusive.

Teacher evaluations were the main topic of discussion at the 2013 International Summit on the Teacher Profession (ISTP) Summit held last week in Amsterdam. Now in its third year, the ISTP brought together leaders from teacher unions and education ministries to discuss issues around teacher quality, specifically the criteria used to determine teacher effectiveness and its purpose.

In most nations, teacher evaluation systems are essentially a “work in progress,” says Andreas Schleicher of the Organization for Economic Cooperation and Development (OECD). Schleicher, who attended the ISTP, is the principal author of the study that was presented at the summitt. The report, Teachers for the 21st Century: Using Evaluations to Improve Teaching, takes a look at how different nations are tackling this thorny issue (or not tackling it) and identifying specific models that appear to work – that is, have buy-in from key stakeholders and can point to demonstrable results in student achievement. Because consensus is so frustratingly elusive, most nations are treading carefully, although there is widespread acknowledgement that improved evaluation systems have to be on the menu of education policy reforms.

Of the 28 countries surveyed in the OECD report, 22 have formal policy frameworks in place at the national level to regulate teacher evaluations. The six education systems that do not have such frameworks include Denmark, Finland, Iceland, Norway and Sweden, but teachers in the countries still received professional feedback. In Denmark, for example, teachers receive feedback from their school administrators once a year. In Norway, teacher-appraisal policies are designed and implemented at the local or school level. In Iceland, evaluation is left to the discretion of individual schools and school boards.

A decade of stalled teacher pay

The OECD has just released a report "OECD Education at a Glance 2011", which can be found in full below. We wanted to bring one particular chart to your attention. The chart below shows that in the US, teacher salaries over the last decade have remained unchanged in real dollars, in stark contrast to most other developed countries.

This news should come as little surprise, as one reads article after article detialing teachers bargaining wage freezes, or at best increases barely enough to keep up with even modest inflation.

A few months ago, the widely respected Organization for Economic Co-operation and Development released Building a High Quality Teaching Profession: Lessons from Around the World, which analyzes how high-performing countries have created highly professional and effective teaching forces. Included in this report is a telling chart which shows that American teachers are paid less than teachers in many other countries.

For each participating nation, OECD calculated the ratio of the average salaries of teachers with 15 years' experience to the average earnings of full-time workers with a college degree. The U.S. ranked 22nd out of 27 countries on this measure. In the U.S., teachers earned less than 60% of the average pay for full-time college-educated workers. In many other countries, teachers earn between 80% and 100% of the college-educated average.

There is so much rich depth and thought provoking information in this NCEE paper, it would be hard to digest it in a single sitting. EdWeek:

The NCEE report is the latest salvo in a flurry of national interest in what can be gleaned from education systems in top-performing or rapidly improving countries. It pushes further than other recent reports on the topic by laying out an ambitious agenda for the United States it says reflects the education practices in countries that are among the highest-performing on international assessments.

Among other measures, the report outlines a less-frequent system of standardized student testing; a statewide funding-equity model that prioritizes the neediest students, rather than local distribution of resources; and greater emphasis on the professionalization of teaching that would overhaul most elements of the current model of training, professional development, and compensation.

To whet your appetite, and encourage you to read it, here's some snippets. Nothing in the current reforms even hints that this is the direction we are going in. Indeed, it would be easy to argue we are going in the opposite direction with ill-thought out corporate reforms

Three things directly affect the quality of the pool from which a nation recruits its teachers: 1) the status of teaching in the eyes of the potential recruit, relative to the status of other occupations to which he or she aspires, 2) the compensation offered, relative to other possible choices, and 3) the conditions of work, meaning the degree to which the way the work is organized makes it look more like professional work than blue-collar work.

The results of these corporate reforms are becoming increasingly evident, as large numbers of prospective teachers instead choose alternative career paths

Furthermore, analysts are now noticing a large falloff in applications for admission to teachers colleges all over the country, a result of the financial crisis. Potential candidates, who used to view teaching as almost immune from the business cycle and therefore one of the most secure of all occupations, are noticing that teachers are being laid off in very large numbers and now see teaching as a very risky bet.
