Turmoil swirling around Common Core education standards

As public schools across the country transition to the new Common Core standards, which bring wholesale change to the way math and reading are taught in 45 states and the District, criticism of the approach is emerging from groups as divergent as the tea party and the teachers union.

The standards, written by a group of states and embraced by the Obama administration, set common goals for reading, writing and math skills that students should develop from kindergarten through high school graduation. Although classroom curriculum is left to the states, the standards emphasize critical thinking and problem solving and encourage thinking deeply about fewer topics.

But as the common core shifts from theory to reality, critics are emerging. State lawmakers are concerned about the cost, which the Fordham Institute estimated could run as high as $12 billion nationally. Progressives fret over new exams, saying that the proliferation of standardized tests is damaging public education. Teachers worry that they haven’t had enough training and lack the resources to competently teach to the new standards. And conservatives say the new standards mean a loss of local control over education and amount to a national curriculum. They’ve begun calling it “Obamacore.”

On Tuesday, the head of the American Federation of Teachers and a strong supporter of the Common Core standards will warn that the new approach is being poorly implemented and requires a “mid-course correction” or the effort will fall apart.

“The Common Core is in trouble,” said Randi Weingarten, the union president who is slated to speak Tuesday in New York about the issue. “There is a serious backlash in lots of different ways, on the right and on the left.”

Weingarten is concerned that states are rushing out tests based on the new standards without preparing teachers and designing new curricula.

“This is a wake-up call for everyone else in the country,” she said, pointing to New York, which just administered new tests based on the Common Core standards. Teachers, parents and students complained that the tests were poorly designed, covered material that had not been taught and frustrated children to the point of tears.

Cleveland Plan Press Conference

In a downtrodden press conference that broke little new news, Cleveland Mayor Frank Jackson, Representative Sandra Williams (D-Cleveland), House Finance and Appropriations Chairman Ron Amstutz (R-Wooster), Senate Minority Whip Nina Turner (D-Cleveland) and Senate Education Chairwoman Peggy Lehner (R-Kettering) spoke about the "Cleveland Plan".

The plan still has no sponsors, nor co-sponsors. The sticking points for the Democrats continues to be the anti-union SB5 like provisions, and the secretive, non democratic nature of the so-called "transformation alliance". For the Republicans the shadow cast by a plan that has many elements of SB5, and some of the charter school accountability measures that are opposed by some of the largest campaign contributors are sticking points.

Some of Jackson's continued rhetoric, for example "those concerned about the Cleveland plan & Senate Bill 5 shouldn't be", are signs that the Mayor still views his plan as a sacred cow, and not a starting place. That's a pity and might doom an enterprise to rescue Cleveland schools from academic and financial crisis that everyone recognizes and wants to deal positively with.

Here’s What’s So Bad About School Choice

Problem 3: The Driver for Parents’ School Choices Is Not Always Educational Quality

There’s another fundamental problem with this approach as well. In our economic system, consumers demonstrate how much they value an item by how much they are able and willing to pay for it. A best-selling toothpaste demonstrates it’s the superior product by the very fact that more consumers decide to buy it rather than rival brands. Kaufmann believes the same dynamic should be at work for schools.

But society has a strong interest in well-educated young people prepared to assume the responsibilities of citizenship. This is the job of our schools. Hence we have far more of a stake in the choices parents would make for their students’ schools than we do in their choices of laundry soap or cat food.

Before we hand over responsibility to parents for determining what kinds of schools will educate our next generation of citizens, we ought to have confidence in the values that will inform their decisions.

This doesn’t seem to be much of a concern for Kaufmann. He writes that “parents concerned for their children’s welfare are highly motivated to choose wisely.” He implicitly assumes that the values that parents apply in selecting schools for their children are the same educational values that we embrace as a society. Accordingly, we can assume that thousands of individual parental choices will have a cumulative impact that reflects the values that we share as a community.

Further, since the end goal is academic excellence, we can also expect that the objective measures of educational achievement available to us, like standardized math and reading scores, will be of critical importance to our choosing-wisely parents.

When It Comes To How We Use Evidence, Is Education Reform The New Welfare Reform?

There are several similarities between the bipartisan welfare reform movement of the 1990s and the general thrust of the education reform movement happening today. For example, there is the reliance on market-based mechanisms to “cure” longstanding problems, and the unusually strong liberal-conservative alliance of the proponents. Nevertheless, while calling education reform “the new welfare reform” might be a good soundbyte, it would also take the analogy way too far.

My intention here is not to draw a direct parallel between the two movements in terms of how they approach their respective problems (poverty/unemployment and student achievement), but rather in how we evaluate their success in doing so. In other words, I am concerned that the manner in which we assess the success or failure of education reform in our public debate will proceed using the same flawed and misguided methods that were used by many for welfare reform.
