The Casino shell game

Hopes of school districts hitting the proverbial jackpot are set to take a significant hit if analysis conducted by the Cincinnati inquirer prove accurate.

“This is all a big shell game,” said Warren County Administrator David Gully. “We’re not really getting anything. All the new money we’re getting is going to be offset by cuts in the Local Government Fund.”

Gully was referring to state budget cuts through mid-2013 that severely slashed funding to counties and local communities in order to close an $8 billion budget gap.

Tax projections also depend on whether slot machines open at Ohio’s seven racetracks. Local governments can count on a 27 percent reduction in projected tax proceeds if that occurs because “racinos” are expected to dip into casino profits. The low end of The Enquirer’s analysis includes that scenario.

That scenario is now certain, with the Governor signing SB386 which will allow racetracks to offer slot machines. Ohio schools are likely to received just 39% of what was promised in 2009, which wasn't big money to begin with. In 2009 projections were that $327,441,791 would flow from casino to local tax juridistions, but now just $130,452,323 is expected, a massive drop of $196,989,468

School officials are skeptical about how much money they’ll receive and what it will mean to their budgets.

Consultants have told school districts to expect $21 per student for 2012 and up to $80 per student when all casinos are open.

“It’s not big money, although it sounds like a lot to the average Joe,” said Randall Bertram, treasurer at Northwest Local Schools, the second-largest school district in Hamilton County with about 9,000 students.

Northwest, which is laying off 56 people on Aug. 1, including 21 teachers to trim $3 million from the payroll, is hoping to get about $1 million a year in tax revenue from the casinos. That’s still only 1.25 percent of an $80 million general fund budget in a district that axed $16 million from its spending since 2005, Bertram said.

The further fear, which materialized with the lottery revenues, is that casino revenues will further supplant state funding

“It took one or two biennium budgets and it’s in the same bucket of money as everything else,” Bertram said of lottery proceeds. “We don’t know how long this is going to last. It’s almost like stimulus money. You hope you get it, and you hope you can do good with it. You don’t rely on it.”

Harder to deal than to teach

After we published this story about the hypocrisy of Senate Chief Of Staff Matt Schuler getting an appoinment as the executive director of the Casino Control Commission, we got an email from a reader that we found so hard to believe we had to do some checking.

Our reader pointed out that it requires more training to become a prospective Ohio casino dealer than a Teacher for America teacher.

All corps members must attend a five-week training institute in full before they begin teaching. Corps members must attend the institute to which their region is assigned.

A lot of teachers are rightly insulted that a 200 hour training course can now be substitued for years of higher education, professional development and training. It turns out casino's think you need more than 5 weeks just to deal Blackjack and Poker!

The Dispatch

The school hired seasoned dealers to teach blackjack, poker and craps. And it set up a school at the casino to teach the trainees, supported by funding from the state.

"We trained over 400 people to start up the operation, and now we're down to training about 40 people every six weeks," Hubbard said.

6 weeks! We thought we would check that claim out. The Blue Ridge Community and Technical College is a state-supported institution within the West Virginia Community and Technical College system and provides accredited training for prospective casino employees. Here's their curriculum

Introduction to Casino Games: This course covers the general responsibilities of the dealer and is a pre-requisite for other table games training courses. Emphasis is placed on correct chip handling techniques, identifying the value of each color chip, learning to read the total value of a bet, and pit procedures. 40 hours (4 hours per day, 5 days per week, 2 weeks) Cost: $200.00

Blackjack: This course covers the fundamentals of dealing Blackjack. Emphasis is placed on card totaling, chip handling and cutting, card shuffling and card placement. Attention is given to game and accounting procedures, accuracy, and speed. 80 hours (4 hours per day, 5 days per week, 4 weeks) Cost: $400.00

Roulette: This course covers the fundamentals of dealing Roulette. Emphasis is placed on chip handling, table layout, accurate and quick mental multiplication, and accuracy in clearing the table. 80 hours (4 hours per day, 5 days per week, 4 weeks) Cost: $400.00

Poker: This course covers the fundamentals of dealing Poker. Instruction is provided in the fundamentals of rake/antes/blind bets, game rules and regulations, dealer’s responsibilities and game security. 80 hours (4 hours per day, 5 days per week, 4 weeks) Cost: $400.00

Craps: This course covers the fundamentals of dealing craps. Emphasis is placed on the knowledge of the procedures on a variety of bets, accurate and quick mental multiplication and chip handling. Special attention is given to game procedures, accounting procedures, accuracy and speed. 160 hours (4 hours per day, 5 days per week, 8 weeks) Cost: $700.00

Midi Baccarat: This course is designed to train students in all aspects of dealing Midi Baccarat. Students will learn about the equipment used, the rules and object of the game, check handling and odds. Extensive hands on training is used to assist students in mastering all aspects of this exciting game. 80 hours (4 hours per day, 5 days per week, 4 weeks) Cost: $400.00

To take all these casino card game training courses would consume 13 weeks, 6 times longer than TFA thinks it takes to train a classroom ready teacher. If the course were offered for 8 hours a day it would still take 6.5 weeks to complete, and week and a half longer than the TFA training

There's something deeply wrong when we think it takes longer to traing card dealers than teachers.

SB5 repeal, the difficult second act

Like most compelling stories, the repeal of SB5 will be told in 3 acts.

The first act introduced us to the characters, and the main story element putting those characters at risk, and in confrontation with each other. The antagonists in our story are the Ohio GOP in the form of the legislators and Governor who passed SB5. Pitted against them are our protagonists, the working people of Ohio who will need to fight to preserve their rights to earn a decent living in safe working conditions.

Our protagonists responded to this assault, with over 10,000 volunteers going into their communities and collecting 1,298,301 signatures to place SB5 on the ballot for repeal, setting up the rising tension of act II.

Ordinarily, the second act could be expected to begin with a fight over whether this effort had collected enough signatures to qualify, but having collected over a million more than needed, no one expects this to present a problem.

The next issue to be resolved then will be the formulation of the ballot language. The Ohio Ballot Board will have to decide if the question is posed to voters as "shall the law take effect?” or "shall the law be repealed?" Conventional wisdom suggests it’s easier to get voters to vote “No”, rather than “Yes”, and precedent indicates that’s how the Board will decide the matter. Either option is likely to have little effect on the result.

The story will progress to the repeal campaign protagonists needing to identify and persuade voters, and the antagonists trying all manner of dirty tricks to stop them. So before we look at what that means, let’s take a look at how many voters will likely be needed to vote against SB5 in order for the campaign to prevail. Below is a table of voter turnout going back 15 years. In bold are the off-cycle years, as 2011 is (i.e. none gubernatorial or presidential elections.).

As you can see these off cycle years have lower turnout with variations that are greatly affected by whether and to some extent, what, state ballot initiatives are present. Ranging from almost 3.3 million in 2009, down to 2.4 million in 2007. It would be wise to think that 2011 will see turnout in the high end, if not the highest. With the GOP and Tea Party failing to get their healthcare countermeasure initiative on the ballot, the turnout battle will be solely fought on the grounds of SB5 repeal.

It would be safe to assume a high turnout – perhaps north of 3.3 million votes, which means the repeal campaign would need 1.7 million votes. The 1.3 million signatures is a great start, and will form the initial base with which to identify potential repeal supporters.

But not all those 1.3 million will be supporters, so in excess of 400,000 more voters will need to be identified – most likely a million more. These voter contacts will require massive volunteer efforts to call (phone bank) and contact in–person (canvass).

These signatories, plus union members and their households, Democrats and Independents (who according to polls favor repeal in the majority) will all be contacted at some point, either by telephone or in person, and most likely both, to determine if they can be relied upon to vote for repeal.

This is why continuing to enter signature data is critical. It is also a huge structural advantage that repealers have over the SB5 supporters – they have no such list from which to draw upon.

As potential voters are contacted they will be graded, typically on a scale of 1-5, on whether they support repeal or not. Those falling in the middle of that range will require persuasion, and that is where the nastiest of the fall campaign will be waged, for the hearts and minds of the undecided voter.

Both sides will be polling to determine what the best lines of attack and defense are. What messages work and what don’t. These polls, unless leaked, will never be made public – but everyone will feel their effects.

Typically one begins to see visible signs of political campaigns after Labor Day. TV, print and mail advertising will begin to bombard voters. The nastiest pieces will be sent via the mail, but in today’s political climate the TV ads won’t be much better.

Repeal supports should expect to see some very ugly TV ads as early as September as the SB5 supporters try and move the polls in their favor. This will be akin to probing the enemies’ lines looking for weaknesses.

In order to provide some inoculation to these inevitable attacks, the SB5 repeal campaign will also try to persuade voters of its case too. First with visibility events, and urging supporters to talk to friends, family, and coworkers, followed by extensive paid media efforts on TV, in print, and mail too.

By the time we reach this point, Act II will be coming to a close and we’ll be entering act III, final act – GOTV, or Get Out The Vote. We’ll discuss that in a later article.
