Charter School Authorization And Growth

If you ask a charter school supporter why charter schools tend to exhibit inconsistency in their measured test-based impact, there’s a good chance they’ll talk about authorizing. That is, they will tell you that the quality of authorization laws and practices — the guidelines by which charters are granted, renewed and revoked — drives much and perhaps even most of the variation in the performance of charters relative to comparable district schools, and that strengthening these laws is the key to improving performance.

Accordingly, a recently-announced campaign by the National Association of Charter School Authorizers aims to step up the rate at which charter authorizers close “low-performing schools” and are more selective in allowing new schools to open. In addition, a recent CREDO study found (among other things) that charter middle and high schools’ performance during their first few years is more predictive of future performance than many people may have thought, thus lending support to the idea of opening and closing schools as an improvement strategy.

Below are a few quick points about the authorization issue, which lead up to a question about the relationship between selectivity and charter sector growth.

The reasonable expectation is that authorization matters, but its impact is moderate. Although there has been some research on authorizer type and related factors, there is, as yet, scant evidence as to the influence of authorization laws/practices on charter performance. In part, this is because such effects are difficult to examine empirically. However, without some kind of evidence, the “authorization theory” may seem a bit tautological: There are bad charters because authorizers allow bad charters to open, and fail to close them.

That said, the criteria and processes by which charters are granted/renewed almost certainly have a meaningful effect on performance, and this is an important area for policy research. On the other hand, it’s a big stretch to believe that these policies can explain a large share of the variation in charter effects. There’s a reasonable middle ground for speculation here: Authorization has an important but moderate impact, and, thus, improving these laws and practices is definitely worthwhile, but seems unlikely to alter radically the comparative performance landscape in the short- and medium-term (more on this below).

Strong authorization policies are a good idea regardless of the evidence. Just to be clear, even if future studies find no connection between improved authorization practices and outcomes, test-based or otherwise, it’s impossible to think of any credible argument against them. If you’re looking to open a new school (or you’re deciding whether or not to renew an existing one), there should be strong, well-defined criteria for being allowed to do so. Anything less serves nobody, regardless of their views on charter schools.

Two steps back

When a major aspect of your mission is to promote the potential benefits of charter schools and corporate education reform ideas, having to write an accountability report titled "Two steps forward, one step back" was likely a painful prospect. But that is the title of the Fordham Foundation's annual report.

As we detailed in our highly read series "Fordham Exposed" (part I, part II), Fordham sponsored charters have not performed well.

With the results being difficult to spin, especially with the added scrutiny corporate education reformers are now starting to receive, Fordham's report decided to make their results appear more robust via comparison to other large charter sponsors.

By creating a graph that put Fordham at the top of the pile however, it demonstrates how poorly the other large authorizers are performing. If Fordham has taken one step back, their peers have taken two, or even three.

A significant part of the education reform debate revolves around the cost of delivering a high quality, universal education. So it is disappointing to note that Fordham's report does not address the cost of the results they have produced. One can only surmise, by the decision to omit this data, that those results are not flattering either. We would call upon the Fordham Foundation to publish cost data in its annual reports going forward.

Education Czar ok with expanding charter failure

Currently Ohio has almost 100,000 students attending 339 charter schools, costing tax payers about $720 million a year. The Governors new budget seeks to significantly privatize public education further.

With so much at stake, there's currently a lot of lobbying going on, and lot of that lobbying is around this issue

In Ohio, a charter school must have a contract with one of 77 approved sponsors (also known as authorizers) who are responsible for overseeing academics and finances. Many are school districts or county educational service centers that sponsor only one or two charter schools, but a few are nonprofit organizations that sponsor dozens.

As introduced, Kasich's budget pins more responsibility on sponsors by forbidding them from adding schools if any of their current schools are in academic watch or academic emergency, the state's two lowest rankings.

Seems reasonable that we would want authorizers to only be sponsoring quality school programs. But there's a hitch, and it's a big one

That disqualifies just about everyone who's a sponsor now because almost all have at least one low-performing school, said Terry Ryan, who heads the Ohio offices of the conservative-leaning Thomas B. Fordham Institute. Its sister foundation sponsors seven charter schools in Ohio, one of which is in academic emergency.

One would think these organizations would want to spend some time fixing their current failing schools, but no, that's not what is being lobbied for in Columbus

Ryan would like to see that changed to allow, say, 20 percent of a sponsor's schools to be low-ranked. But he's quick to add, "We do not want to return to the days when 50, 60, 70 schools were being opened by people who did not have a solid track record. We're still seeing the repercussions from that."

20 percent! That's an awful lot of students being left behind. What does the Governor's education Czar think?

Sommers is amenable to a change.

Well of course he is. This massive expansion of charter schools has nothing to do with improving education quality. It's about the bottom line.
