School related election issues today

24 counties have issues on the ballot today, a majority of those issues are school related.

30 Tax levy questions (20 are school issues)
1 Combination question (This is a school bond issue with a tax levy question)
4 income tax questions (2 are school income tax questions)

Ohio School Funding

We attended a meeting at the State Library of Ohio hosted by Barbara Mattei-Smith, the Governor's Assistant Policy Director for Education. The topic for discussion was the development of a new Ohio school funding formula to get us past the current "make-it-up-as-you-go-along" bridge formula.

This time, with adequate notice, lots of teachers filled the room to almost standing capacity.

  • Resources need to be student centered, creating an appropriate learning environment
  • Students come from a wide variety of backgrounds, and a funding model has to address that
  • There are a number of delivery systems to consider such as charters, online, traditional schools, joint vocational etc

Given how Ohio's education system has been deemed unconstitutional numerous times, it is perhaps a little surprising not to see a constitutional funding formula being the number one guiding principal.

It is further surprising that the evidenced based model is being discarded, with scant solid reason for doing so. While some issues regarding the EBM were alluded to by Ms. Mattei-Smith, none seemed to stretch to the conclusion it should be scrapped, rather than modified and given time to work. Haim Ginott - "Teachers are expected to reach unattainable goals with inadequate tools. The miracle is that at times they accomplish this impossible task." As one teacher noted, it's like a team getting a new coach, and along with that change, a new playbook, schedules, uniforms and philosophy, for no other reason than there's a new coach.

Indeed, while it took a protracted amount of time and consultation to develop and roll out the EBM, the current plan for a funding formula is on a much faster track, with far less consultation. We will have to wait and see what the details are, but the proposed speed and method of development should cause concern.

Further concern should be given to reports that the Governor is considering mechanisms for consolidation of school districts. An awful lot of education policy is being churned right now, from SB5 to teacher evaluations, merit pay, and school funding with very little of it being given time for deliberative thought, consideration and consultation. As a Columbus teacher mentioned, it has all the hallmarks of blind men describing an elephant.

Right now we can only hope that the creature being created by the administration isn't some hybrid abomination, but hope isn't too reassuring.

Vouchers have no clear positive impact on student achievement

Voucher proponents have shifted their advocacy efforts from extolling the academic achievement of voucher participants to focusing on the value of school choice as a virtue in itself, according to a report from the Center on Education Policy, in Washington.

The education research and advocacy group reviewed and synthesized a selection of a decade’s worth of research and policy moves in vouchers and school choice for the report, released today. In it, the researchers note that studies generally have shown that vouchers have “no clear positive impact” on student academic achievement and mixed results overall. In response to those studies, the CEP suggests, voucher advocates have started talking more about other perceived benefits of vouchers, including more parental choice and satisfaction, and higher graduation rates.

Myth: “Teachers are overpaid.”
FACT:

  • According to the report, "What's It Worth: The Economic Value of College Majors" from the Georgetown University Center on Education and the Workforce funded by the Gates and Lumina Foundations, Education majors earned the least for all college majors among 15 sector groupings.
  • According to a 2008 report from the Organization for Economic Cooperation and Development (OECD), American primary-school educators spend 1,913 hours working a year including hours teachers spend on work at home and outside of the classroom. Data from a Labor Department survey that same year showed that the average full-time employee in the United States worked 1,932 hours spread over 48 weeks. This statistic shows that teachers work about the same number of hours as the average worker in the United States. This statistic refutes the argument that teachers should be paid considerably less than other workers because "teachers only work 9 months of the year."

Did Bill Gates Advocate privatizing public education?

Did Bill gates tip his hand to his ultimate fantasy agenda of privatizing public education?

He praises the private school model for its efficiency vis-à-vis traditional public schools, noting that the "parochial school system, per dollar spent, is an excellent school system." But the politics, he says, are just too tough right now. "We haven't chosen to get behind [vouchers] in a big way, as we have with personnel systems or charters, because the negativity about them is very, very high."

Perhaps privatizing public education is too hard because of those darn "status quo" defenders he complains about.

Teachers unions can be counted on "to stick up for the status quo," he says, but he believes they can be nudged in the right direction.

We have an email into the Gates Foundation for clarification of their position on this issue.
